LABOR RELATIONS PROGRAM

Labor Management Relations programs in the Department of the Navy must support and enhance the mission. Strong, positive labor-management relationships help to create and maintain high performance workplaces by fostering an environment conducive to the pursuit of solutions that promote increased quality and productivity, customer service, mission accomplishment, efficiency, quality of work life and mission readiness. Community development and sustainment, effective situational conflict management, and mission and workplace compatibility remain key program imperatives.

PROGRAM MESSAGE

On 18 May 2010, the Under Secretary of Defense (Personnel and Readiness) issued a policy memorandum directing that DoD Components begin to move forward immediately in establishing labor-management forums, particularly at the level of exclusive recognition. The memo also outlines recommended guiding principles from the National Council on Federal Labor-Management Relations for establishing LM forums under Executive Order 13522, Creating Labor-Management Forums to Improve Delivery of Government Services. This document should be read in conjunction with the 6 April 2010 policy memorandum outlining DoD’s 3 guiding principles for labor relations and the Department’s expectations for LM forums.
