Government

Committee Requirement: Five individuals selected from departments, agencies and instrumentalities of the U.S. Government and of the States.  Two individuals must be State commissioners.

Industry

Committee Requirement:  Five individuals selected from industry.  Three must be currently managing pipelines. One must have education or experience in risk assessment and cost-benefit analysis.  Industry representatives are recommended by the American Gas Association and the Interstate Natural Gas Association of America.

Public

Committee Requirement:  Five individuals selected from the public.  Two of the individuals selected must have education, background, or experience in environmental protection or public safety, and one must have education, background, or experience in risk assessment and cost-benefit analysis.  No public member may have a significant financial interest in the petroleum or natural gas pipeline industry.  One public member must have no financial interest in the pipeline industry.

Wayne E. Gardner was nominated in 2008 to a 5-year term on the Pennsylvania Public Utility Commission (PUC).  Since joining the PUC Commissioner, Mr. Gardner has focused on reliability, safety of supply, and customer service for the consumers and utilities of the Commonwealth.  He serves on the board of directors for the Pennsylvania Environmental Quality Board, the Mid-Atlantic Conference of Regulatory Utilities Commissioners, and the Electricity Committee of the National Association of Regulatory Utility Commissioners.  Immediately prior to joining the PUC, Commissioner Gardner partnered in developing wind power projects in Namaqualand, South Africa.  

From April 2002 to December 2005, he served as vice president and general manager of Franklin Fuel Cells Incorporated, where he oversaw its formation, development, and day-to-day operations.  Commissioner Gardner served in several operational and managerial capacities over a 20-plus-year career at PECO Energy Company (Exelon Corporation), including fossil fueled power plant operations, strategy and new business development, field service, and energy technologies investments.  In 2000, Commissioner Gardner went to EnerTech Partners as an Exelon Fellow to gain first-hand experience in private equity investing.

He holds a Bachelor of Science degree in Business Administration from Drexel University in Philadelphia, is chairman emeritus of the Distributed Power Coalition of America, and served on the Steering Committee¿Distributed Resources Task Force for the Edison Electric Institute.  He also has earned certificates from studies at The Wharton School of the University of Pennsylvania, Cornell University, and the American Management Association in Chicago.

Colette D. Honorable helps direct the Arkansas Public Service Commission (APSC).  The APSC oversees four natural gas distribution utilities, twenty-six intrastate natural gas operators and 331 master meter gas systems (mobile home parks, apartment complexes, housing authorities, and others).  One of the APSC's pipeline safety priorities is to hearten the use of existing enforcement authority in the State's One-Call law to protect citizens, pipelines and other underground utilities.  Ms. Honorable is currently serving as the Commission Chair.

Ms. Honorable is Co-Vice Chair of the National Association of Regulatory Utility Commissioners' (NARUC) Committee on Gas.  She is also on NARUC's Consumer Affairs Committee and previously on the Electricity Committee.  In addition, Ms. Honorable serves on the Gas Technology Institute's Public Interest Advisory Committee.  She is a member on the Smart Grid Collaborative, a joint effort of NARUC and the Federal Energy Regulatory Commission.  Her interests are energy efficiency, communications, public and legislative affairs.  Before this appointment, Ms. Honorable served as Chief of Staff for the Arkansas Attorney General.  She is serving a six-year term that expires in 2013.

Donald J. Stursma is the Manager of Safety and Engineering with the Iowa Utilities Board.  He joined the Board in 1981.  Prior to this position he was the manager of Pipeline Safety and Pipeline Permit Programs.  He is the state liaison to PHMSA's Pipeline Safety Program.  Mr. Stursma is a member of the National Association of Pipeline Safety Representatives (NAPSR) and previously served as the national chair and central region chair of NAPSR.  He is a registered professional engineer in Iowa.

Jeff Wright is the Director of the Office of Energy Projects and has been a member of the Office of Energy Projects since its inception in 2000. This Office is responsible for the licensing, safety, and administration of non-federal hydroelectric projects; the processing of applications for the construction and operation of natural gas pipelines and storage facilities; and the siting and safety of liquefied natural gas terminals.  In addition, this Office administers the supplemental siting authority for interstate electric transmission facilities granted by the Energy Policy Act of 2005.

Mr. Wright joined the Commission in 1979 and served as project manager on many applications to site natural gas pipelines and storage facilities.  Subsequently, he became the head of the Energy Infrastructure Policy Group. That group was responsible for analyzing and assessing energy infrastructure in the U.S. In this position, Mr. Wright organized and participated in FERC's regional energy infrastructure conferences in the Northeast, Southeast, Midwest and West.  Most recently, Mr. Wright has served as the Deputy Director of the Office of Energy Projects.

Mr. Wright received a B.A. in economics from the College of William and Mary and a M.B.A. from the University of Maryland.

Michael R. Bellman is the Deputy Director for the City of Richmond Department of Public Utilities.  The City of Richmond Department of Public Utilities is a moderately sized natural gas distribution company.  Mr. Bellman has extensive knowledge of the natural gas distribution industry and the challenges faced by medium-sized natural gas utilities.  Prior to his current position, Mr. Bellman served in various management positions at the Yankee Gas Services Company in areas including safety, health and training; call center; and area operations.  He also implemented new drug and alcohol, operator qualification, and public awareness and security programs.

Mr. Bellman is an active member of the American Public Gas Association and served on their Operations and Safety Committee.  He is also a member of the American Gas Association (AGA), where he served as chairman of AGA's Safety and Occupational Health Committee.  He also served on the American Petroleum Institute's Public Awareness Committee and is past chair of the New England Gas Association's Accident Prevention Committee.

Mr. Bellman is a veteran of the United States Navy Submarine Service.  He graduated Summa Cum Laude from Central Connecticut State University with a Bachelor of Science in Industrial Technology.

J. Andrew Drake is Vice President of Asset Management for Spectra Energy.  He joined Texas Eastern as an Engineer in the Technical Services Department in 1982 and worked through various responsibilities across the Engineering and Operations Groups for Texas Eastern and its parent companies for 29 years. In 2010, Mr. Drake transferred from vice-president of Operations and Technical Services to his current position.  He is the chair of the Interstate Natural Gas Association of America Pipeline Safety Committee's Nondestructive Testing Committee and of the Gas Industry Integrity Committee.  He was also chair of the American Society of Mechanical Engineers (ASME) Code Section B31.8 Committee for gas pipelines and facilitated the development of ASME's Gas Piping Integrity Management Program Standard (B31.8S). 

Mr. Drake earned a Bachelor of Science in Industrial/Manufacturing Systems Engineering degree from The Ohio State University.  He is a Professional Engineer in the State of Texas.

Susan L. Fleck began her career in the gas industry in 1980 at Columbia Gas Transmission Corporation.  She has over 30 years of experience in the pipeline industry and has worked in a variety of progressively responsible positions in engineering, distribution, construction, maintenance and customer field services activities for Brooklyn Union Gas Company, Consolidated Edison Company of NY, Incorporated, KeySpan and National Grid.

She is a long-time member of the American Gas Association, where she serves on the Operations Managing Committee.  She is also a member of the American Society of Civil Engineers.

Richard H. Worsinger is the Director of Public Utilities for the City of Rocky Mount, North Carolina.  Mr. Worsinger has overall responsibility of the City's electric and natural gas utilities serving 18,000 natural gas customers.  He has extensive knowledge of the natural gas distribution industry.

Prior to his current position, he served in various management positions at the Public Service Electric and Gas Company in areas including planning, design, construction, operation and maintenance of their natural gas distribution system and of their liquid natural gas and liquefied propane peak shaving plant.  Mr. Worsinger is a member of the American Public Gas Association, the American Public Gas Association Security and Integrity Foundation and the Carolina Public Gas Association.  He is also Alternate Commissioner on the North Carolina Eastern Municipal Power Agency.

Mr. Worsinger graduated from Drexel University with a Bachelor of Science in Electrical Engineering.

Denise Beach is a Senior Engineer with the National Fire Protection Association (NFPA).  Ms. Beach serves as staff liaison to the National Fuel Gas Code Committee, the Liquefied Petroleum Gases Committee, the Liquefied Natural Gas Committee, and the LP-Gases at Utility Gas Plants Committee.  In this capacity, she serves as a technical resource on these topics for NFPA members through the NFPA Advisory Service.  In addition, Ms. Beach represents the NFPA on other associations' technical committees, including the Compressed Gas Association, the National Propane Gas Association (NPGA), and the International Association of Plumbing and Mechanical Officials. 

Prior to this position, Ms. Beach served as the Director of Certification and Technical Services for the NPGA where she represented NPGA in the development of codes and standards.  Ms. Beach started work in the codes and standards arena in 2000 with the Air-Conditioning, Heating and Refrigerating Institute, where she acted as staff liaison and certification engineer. 

She holds a Bachelor of Mechanical Engineering from the Georgia Institute of Technology.

Dr. Richard E. Feigel is vice president of Engineering for The Hartford Steam Boiler Inspection and Insurance Company.  He is past president of the American Society of Mechanical Engineers (ASME).  He is a past member of ASME's Board of Governors and a past senior vice president of ASME's Council of Codes and Standards.  He is past chairman of the B31 Pipeline Main Committee.  Dr. Feigel is the lead expert on the U.S. delegation to the International Standards Organization Committee on Boilers and Pressure Vessels. 

Richard Pevarski is Chief Executive Officer of the Virginia Utility Protection Services.  He previously worked for the Roanoke Gas Company and held several positions, including vice president of Operations & Marketing, Director, Operations & Engineering and Superintendent Operations and Engineering.  Mr. Pevarski is a member of Southeastern Gas Association (SGA).  He serves as the Chair of the SGA Education Steering Committee and is the former chair and vice-chair of the SGA Operating Committee.  He is a member of the American Gas Association (AGA), the Virginia Gas Operators and the Virginia Oil and Gas Association.  He serves on the Virginia Underground Utility Protection Services Board of Directors. 

Gerald (Jerry) P. Rosendahl is the State Fire Marshal and Director of Pipeline Safety, Minnesota Department of Public Safety (MN DPS), a position he has held since June 2003.  In this position he oversees a staff of 70 and a budget of $8.5 million.  Before this position he spent two years as Director of Emergency Management, also within the MN DPS.  Prior to joining MN DPS, he spent 27 years in the fire service, the last 13 years as Fire Chief/Fire Marshal for the City of Owatonna.

In April 2011, Mr. Rosendahl assumed the presidency of the National Association of State Fire Marshals.  In addition, he serves as a member of several Minnesota fire service associations.

Chad J. Zamarin is vice president of engineering for NiSource Gas Transmission & Storage (NGT&S).  In his role at NGT&S, Mr. Zamarin provides leadership and direction for restructuring of the company's integrity management, system reliability and project delivery programs.  As vice president of engineering his responsibilities include leading the overall maintenance, modernization and regulatory compliance related to over 15,000 miles of interstate pipeline, 38 storage fields, and 110 compressor stations. He also leads the company's project development and delivery teams in developing and executing market growth and infrastructure investment programs.  Prior to his joining NGT&S, Mr. Zamarin held positions at Duke Energy Gas Transmission, Panhandle Eastern, General Electric and most recently Colonial Pipeline Company.  He currently serves on the board of the Pipeline Research Council International and previously served as the liquids pipeline industry lead for renewable fuels.  He is executive lead on the Interstate Natural Gas Association of America's task force on assuring the integrity of pipelines installed prior to the enactment of the Federal pipeline safety regulations.  Mr. Zamarin has a bachelor's of science degree in metallurgical engineering from Purdue University and he received his master's in business administration from the University of Houston.  Mr. Zamarin will serve as an industry member.
