PSC provides management and operations for mail and parcel delivery to federal agency customers in the Washington, DC area, and in HHS Regional locations.
PSC provides mail policy guidance and oversight for HHS.
Services offered include:
- Screening of incoming mail and parcels
- Sorting of incoming U.S. Postal Service (USPS) mail
- Pickup and delivery, to and from designated mail stops, of interoffice and interagency mail, and all categories of official government USPS mail, documents, and parcels
- Automated tracking of incoming accountable mail (all bar-coded mail including Certified, Registered, and Delivery Confirmation)
- Preparation of outgoing mail and entry into the USPS mail stream
- Certified (including eCertified), Registered, and International mail
- Domestic and international express and ground shipments
- Overnight delivery
- Special “Hand Carry” messenger service (upon request)
- Mail courier service to outlying facilities (upon request)
- Assistance with the design of business mail (i.e., postcards, envelopes, and labels)
- Analysis to provide the most cost-effective delivery methods for various types of mail based on destination and the desired date/time of delivery

Performance:
99% of properly addressed and legible incoming and outgoing mail will be processed within one (1) business day of receipt.
97% of metered mail requests will be delivered to USPS with correct postage affixed during any 30-day reporting period.

Per agreement and actual postage and/or United Parcel Service (UPS) Air and Ground charges
