GO-1 Liberty Card Program
Upon completion of Newcomer's Orientation or FTAC, Kadena Airmen will be issued either a silver or blue liberty card. Airmen are not allowed off-base at any time until they have been issued a liberty card, except if performing official duty. Below are the conditions of each card:
Blue Card - Must be on a US military installation or a private off-base residence between 0001-0500 daily. Curfew does not apply to Airmen who are on leave. Blue card holders may be on the stretch of Route 26 and the access road connecting Camp Shields, Chibana Housing, and Kadena Air Base Gate 3 if traveling between Camp Shields, Chibana Housing, and Kadena Air Base between 0001-0500.
Silver Card - No curfew.
ALL active duty Air Force personnel (regardless of color of card) are restricted from entering or being present in off-base bars and clubs between 0001-0500 daily. Airmen who are not subject to curfew are allowed to consume alcohol off-base at restaurants and other locations with the exception of bars and clubs between 0001-0500.
"Bar" = a location that sells alcoholic beverages for on-premises consumption and whose advertising and signs emphasize alcoholic beverages.
"Club" = a location that sells alcoholic beverages for on-premises consumption and provides music and facilities for dancing, and/or nude or partially nude performances.
"Restaurant" = a location that is held out to and known by the public as primarily a food service establishment, and whose advertising and signs emphasize food rather than alcoholic beverages or entertainment.

GO-3 Spice and Salvia
Use, possession, or distribution of Salvia Divinorum or Spice by SOFA personnel is prohibited.
