Special Notice

CHPRC Acquisition Strategy Plan for Option Years

In a continuing effort to identify project cost efficiencies and bring greater value to the U.S. government, CH2M HILL Plateau Remediation Company (CHPRC) is rolling out its subcontracting strategy for the next five-year option period contract with the U.S. Department of Energy.

Our subcontracting strategy in the first five years of our contract has worked well; however, the economy has changed. In the first five years of our contract, funding for cleanup increased dramatically due to the American Recovery and Reinvestment Act and our teaming subcontractors were afforded opportunities of ten years’ worth of work to complete in five years. The subcontracting strategy allowed us to put people to work quickly and expand our operations.

The nation is now in a budget environment where finding efficiencies is critical to maximize the amount of funding available for cleanup.

We anticipate our subcontracting strategy will generate savings between $7 and $9 million per year, allowing us to maximize cleanup dollars while still meeting or exceeding our subcontracting goals at Hanford (at least 17% of the total contract price will be performed by small businesses).

Three Competitive Requests For Proposals (RFPs) are planned for the permanent option period configuration. The roll out of RFPs and announcement of new subcontracts will be issued between late January 2013 and ~May 2013. Transition to new subcontractors is expected to be complete by end of December 2013.

The planned competitive solicitations are:

Decommissioning, Waste and Fuels and Remediation Services (DWFRS)
Brief Scope: Performing Decommissioning, Waste, Fuels and Remediation Services to include facility minimum safe and base operations, maintenance and work control for central plateau surveillance and maintenance organization; minimum safe and base operations, maintenance and work control for T-Plant, Central Waste Complex, Low Level Burial Ground, and Waste Receiving and Processing Facility; waste and transportation services; receiving Navy reactor compartments at Hanford.

Release of Request of Expression of Interest: ~ Week of January 28th.
Release of RFP: ~ Week of February 15th

Miscellaneous Construction Support Services
Brief Scope: Subcontractor shall be responsible for providing building trades skilled craft, and craft supervision (general foreman or superintendents) necessary to accomplish preventative building maintenance on a monthly, quarterly and annual basis. In addition, subcontractor shall be required to provide general field construction support for minor construction activities at various locations on the Hanford site.

Release of RFP: ~Week of February 15th

Training and Procedures Support Services
Brief Scope: Training support to include analysis, design, development, implementation, and evaluation of training and qualification/certification programs IAW DOE O 426.2, Personnel Selection, Training, Qualification, and Certification Requirements for DOE Nuclear Facilities. This work scope requires development and maintenance of processes that establish Company training programs, maintain individual training plans, scheduling of employee training, development and implementation of multiple forms of training, and interface and coordination with the site-wide training organization (HAMMER).

Procedure support will include analysis, design, development, implementation, and evaluation of administrative and technical procedures programs IAW DOE O 422.1, Conduct of Operations. Work scope requires development and maintenance of processes and procedures that establish the Company procedures program, management of change control processes, maintenance of configuration controlled procedures web pages, and continuous interface and coordination with projects/facilities.

Release of RFP: A decision will be made in May 2013 as to final scope and RFP release date.

In addition to the 3 competitive solicitations, CHPRC is looking for a small business that has the right size standard and economic status such as a certified 8a, Small Disadvantaged Service Veteran Owned or Hubzone business to become part of the DOE Mentor Protégé program. Possible areas for work scope currently being considered are: Temporary administrative and records management support and summer intern program support. Release of Scope and solicitation for this procurement is still under development.

EOI-STP-02113 - Fabrication Services

Description: CH2M Hill Plateau Remediation Company (CHPRC), Richland, Washington expects to issue a Request for Proposal for fabrication services on or about the week of March 25, 2013 with an anticipated contract type of Firm Fixed Unit Rate. It is our intent to award up to three (3) awards for this work. Proposals are to be submitted on or about the week of April 22, 2013. Contract award is anticipated on or about the week of July 8, 2013.
