Formula Grants

OVC receives applications and awards annual VOCA crime victim compensation and victim assistance formula grants online through OJP’s Grants Management System (GMS) to eligible states and territories.

Applications for VOCA formula grants may be submitted online only by the state agency designated by the Governor to administer the VOCA victim compensation and assistance program. For step-by-step instructions, visit OJP’s Training Support Center for GMS.

The State crime victims assistance and compensation programs that receive VOCA are required to submit an annual state performance report which includes information on all grants active during the fiscal year. The performance report provides information on the effect the VOCA funds had on services to crime victims in the state. Access the U.S. Resource Map to view these performance reports.
