Halifax International Security Forum – Halifax, November 5-7, 2010

This year’s Second Annual Halifax Security Forum was  a great event last year and it  was even better this year.

The moving force behind the event is Canadian Defense Minister Peter MacKay.  Minister MacKay and the German Marshall Fund — which is the sponsor — have assembled over 500 people from 44 countries to discuss global security issues ranging from how to protect against terrorism, to how to deal with problems of nuclear proliferation in Iran and elsewhere around the world, to the cyber security threat.  The tradition is to have a modicum of speechmaking and to have a series of panel discussions with questions from the audience.  I have learned a lot.

Many U.S. government officials are here, including: Secretary of Homeland Security Janet Napolitano, Under Secretary of Defense for Policy Michèle Flournoy, Commander of NORAD and Northcom Admiral James Winnefeld, and a Congressional Delegation including Senators John McCain, Lindsey Graham, Barbara Mikulski, Jeanne Shaheen, Mark Udall, and Jeff Sessions.

It was very windy and stormy  in Halifax.  Not exactly Chamber of Commerce weather.  Because of the storms, the Congressional Delegation and Secretary Napolitano had to be diverted to Bangor, Maine where they spent the night.  But because they really wanted to attend they came here early on Saturday morning. Several of them spoke during the panels.

In addition — as is the tradition at events where leaders gather — there are “bilats at the margins” or in plain English, small private meetings between leaders from different countries.  We had several among a variety of members of the U.S. delegation and our Canadian hosts.  Particularly Minister MacKay.

We also went off to a panel arranged by my predecessor, Ambassador Gordon Giffin, Scotty Greenwood, and Colin Robertson of the Canadian American Business Council with Senator Shaheen to discuss issues of Canadian and American cooperation on energy and the environment.

October 31, 2010 – Ottawa

Last night I went to Canadian Forces Appreciation Night at the Ottawa Senators game. There were 3500 members of the military and their families. The tickets came from the team, the sponsors, and from season ticket holders who donated them so the troops could have a fun night out.

Before the game, there was a dinner at which Minister Peter MacKay and General Walt Natynczyk spoke movingly about the role the Canadian Forces play in the hearts of Canadians. Among the people at the dinner was a soldier who had been wounded in Afghanistan. General Natynczyk explained that he had gotten out of his wheel chair and was on crutches so he could attend the dinner and the game. The standing ovation he received was quite moving.

Another highlight was the special camouflage jerseys the Senators wore during the warm-ups to the game. Unfortunately they seemed to disappear AFTER they put on their regulars sweaters. They lost 4-0 to the Bruins.

June 9, 2010 – Chicago

Well, it finally happened. My Chicago Blackhawks are the Stanley Cup Champions. It’s been a while. To put this into a little perspective, the last time they won the Cup,

Barack Obama was yet to be born.
Players didn’t wear helmets.
Goalies didn’t wear masks.
I think the puck was still made of wood.

I am looking forward to collecting on my beer bet with Minister Peter MacKay. To show my confidence, I bet him the Blackhawks against the rest of the league before the semi-final Round. This time we drink the beer!

Now that we have ended this losing streak, I am turning to my beloved Cubbies. It’s only been 102 years since they won the World Series. If I can solve that problem, I’ll die a happy man.

November 16, 2009 – Ottawa

Last night I was invited to attend a working session of the Annual Canada-Mexico Inter-Parliamentary Meeting hosted by Speaker Peter Milliken of the House and Speaker Noel Kinsella of the Senate. Each year representatives from the legislative branches of each of the three North American countries assemble at three bi-lateral meetings to discuss issues of common concern and this was the latest Canadian-Mexican gathering. It was interesting to me to be able to hear from my Canadian and Mexican friends about the challenges and opportunities in the Mexico-Canada relationship and how the United States – the country between them – fits in to the equation. As I have said on several occasions, it is important to have tri-lateral discussions of North American issues since so many problems must be addressed on a regional basis.

This morning I met with Defense Minister Peter MacKay. We discussed his recent trip to Afghanistan and the progress he saw on the ground. We also had a chance to talk about the work U.S. and Canadian troops do side-by-side, not only in Afghanistan, but also in NORAD, and at posts around the U.S. and Canada.

To give you some sense of the contrasts in my life these days, after meeting with the Defense Minister, Julie and I went to the Ministry of Transportation at City Hall to get our Ontario driver’s licenses and license plates. (Yes, even an Ambassador drives himself sometimes, and he needs a Canadian driver’s license to do so!) In the U.S. many people dread the prospect of going to obtain a driver’s license because they fear long, slow-moving lines. That certainly was not what happened to us in Ottawa, where customer service appears to enjoy a high priority. The staff couldn’t have been nicer to us. And our experience seemed to be similar to that of everyone else who was there. A first class experience!

Next I am off to Atlantic Canada. I can’t wait for the lobster!
