Parents, teachers, students, administrators, and military commanders share the responsibility to support the schools through advisory councils and boards. Participation in advisory councils and boards enhances and improves educational programs and services, as well as the overall quality of life shared by all Department of Defense (DoD) American overseas communities. Dependents Education Council (DEC)The DEC reports to the Assistant Secretary of Defense for Force Management Policy. Members include general or flag officers representing the commanders of unified combatant commands, major service commands, and the military services. Council members make recommendations on policy matters relating to facilities, logistics, and administrative support provided to Department of Defense Education Activity (DoDEA) by the military services.Advisory Council on Dependents Education (ACDE)The ACDE recommends programs and practices that ensure a quality educational system to the Secretary of Defense and the Department of Defense Education Activities (DoDEA) Director. Members include representatives of education institutions and agencies, professional employee organizations, parents of DoDEA students, and one DoDEA student.Pacific Theater Education Council (PTEC)The Pacific Theater Education Council (PTEC) consists of representatives from the Pacific Command, U.S. Forces Korea, U.S. Forces Japan, and educational representatives from component commands. Prior to their annual meeting, PTEC completes school visitations in order to view successful educational programs and make recommendations to the Director, Department of Defense Education Activity (DoDEA), and to the Director, Department of Defense Education Activity (DoDEA) Pacific, for improving dependents’ education overseas.The PTEC serves a vital role in support of Department of Defense dependents’ education in the Pacific. The PTEC members also serve as standing members of the DoDEA Pacific Area Advisory Council. Area Advisory Council (AAC)The Department of Defense Education Activity DoDEA Pacific Area Advisory Council (AAC) fosters community participation in the management of school affairs. In DoDEA Pacific, we believe that the involvement of parents and other stakeholders is essential to the formulation and administration of educational operations that affect children enrolled in our schools. The AAC creates a formal channel of communication between representative members of their respective constituencies and the DoDEA Pacific Director. Within DoDEA, the AAC creates an advisory system that parallels the district and theater advisory committees established in Department of Defense (DoD) Instruction i1342.15,* “Educational Advisory Committees and Councils.” A written report is prepared each school year describing the activities of the advisory council, summarizing the recommendations made by the council and identifying issues that should be addressed during the upcoming school year.Members of the Council include a senior high school student; a command representative from each of the Services; parent representative and School Liasion Officers within the jurisdiction of the Director; the Federal Education Association Area Director is also a member of the Council. In addition, Ad Hoc members can include representatives from organizations such as the National Association for the Advancement of Colored People (NAACP), the Filipino American Association, and the Hispanic American Association. Members of the AAC share responsibility to work collectively in supporting the Director in exercising her responsibilities to enhance and improve the delivery of educational programs and support services to DoDEA students. District Advisory Council (DAC)The DAC advises the district superintendent on matters of interest to the district.School Advisory Committee (SAC)The SAC is composed of an equal number of locally elected parents and full-time professional school employees and may include a senior high school student enrolled in the school. The SAC advises its school principal on all local school-related matters, including educational programs, resources, services, and policies. Issues unresolved at the school level may be elevated to the DAC. |
