Mailing internationally with USPS®

 

The United States Postal Service® monitors outbound international packages to ensure mailers comply with U.S. Government export laws and regulations. These laws and regulations establish export controls on certain U.S. commodities, as well as restrictions on specific individuals, both senders and recipients, and countries.

U.S. export laws and regulations govern international shipments via private carriers and the Postal Service™, including items sent as Global Express Guaranteed® (GXG®), Express Mail International®, Priority Mail International®, First-Class Mail International®, International Priority Airmail™ (IPA®), International Surface Air Lift® (ISAL®), and Global Bulk Economy™.

The Postal Service is dedicated to moving outbound international parcels as quickly and efficiently as possible.  To avoid delays, as a mailer, you are responsible for…

  • Knowing and complying with restrictions on what can be mailed internationally.
  • Ensuring that all required information, including the contents of parcels, are listed completely and accurately on the appropriate customs forms.
  • Providing the required Internal Transaction Number (ITN) on the customs declaration form before mailing items with a value of more than $2,500, unless exempt under Census Bureau regulations. Ensure the ITN or exemption legend is clearly indicated on the customs declaration PS Form 2976-A in block 11.

Shipping International Mail

We make it easy to ship mail abroad.

  1. Prepare it.

    Determining which customs declaration form to use for your shipment depends on the service you use, value of the contents, package weight, and final destination.

    Certain international shipments require an export license. For more information, refer to the International Mail Manual (IMM®) – Section 532.

  2. If your shipment requires an export license, use a PS Form 2976-A customs declaration and ship your international mailpiece via Priority Mail International® or Express Mail International® if available to the destination.  Refer to the Individual Country Listing in the International Mail Manual for mail class availability and weight/size limits.

  3. Label it.

    Save time and receive special postage discounts by preparing your combined shipping label and customs declaration form and paying for your postage online using Click-N-Ship.

    Please note: This Click-N-Ship service can be used for Priority Mail International, Express Mail International, and Global Express Guaranteed®. We will update this page as new products are added.

    Once you have printed your combined shipping label and customs form, sign it, place it into PS Form 2976-E, Customs Declaration Envelope — CP 91, and then secure PS Form 2976-E to the front of your shipment, making sure all customs and shipping information remains visible and legible.  When using both a shipping label and a customs declaration form, ensure the sender and recipient information is the same on both.

  4. Ship it.
    If you complete your shipping label and customs declaration form online, pay for your postage online, and schedule a pickup, then you can leave the rest to us. Print and affix the customs form to your package. 

    If using a PS Form 2976-A, insert the completed form(s) into PS Form 2976-E, Customs Declaration Envelope. Enclose any commercial documents in the envelope. Do not fold the form set or wrap it around the package. The entire barcode and all information must be visible. Remove the backing sheet and affix the envelope to the package on the address side.

    Or if you prefer, you can deposit your shipment in a collection box or bring it to a Post Office™ or any business that accepts outbound international mail on behalf of the Postal Service™.

*Note: Any mailpiece, including mail destined to APO/FPO/DPO addresses, with a customs declaration that was not completed and submitted online (e.g., using Click-N-Ship) must be presented to an employee at a retail service counter at a Post Office location. In addition, any mailpiece that requires a customs declaration and bears postage stamps must also be presented to an employee at a retail service counter at a Post Office location.
