  Missing Advisory to Recover Missing Persons
"Guide for Implementing or Enhancing an Endangered Missing Advisory" describes how a community can create an endangered missing advisory (EMA) plan, developing voluntary partnerships to rapidly recover missing persons who do not fit the AMBER Alert criteria, but may be in danger.
