Web Council Charter

  1. Authority: The Web Council was established by the Web Governance adopted and issued by EPA Administrator Mike Leavitt on December 6, 2004.

  2. Purpose: The purpose of the Web Council is to provide representative advice for content and infrastructure to the National Content and Infrastructure Managers and, through them, to the Associate Administrator (AA) for the Office of Public Affairs (OPA) and the Assistant Administrator (AA) for the Office of Environmental Information (OEI). The Council and its members are integral to the process of reorganizing web content, including but not limited to coordinating cross-office content management and establishing and evaluating models for broad cross-office content reorganization.

  3. Membership: The Web Council shall consist of the National Content and Infrastructure Managers, Program and Regional Office Content and Infrastructure Coordinators, and the Chair of the Web Workgroup Steering Committee. Coordinators are appointed by their respective Office Administrators.

  4. Meetings and communication: The Web Council will hold face-to-face meetings no less than twice a year. When practical, to conserve time and travel resources, these meetings will be scheduled to coincide with Web Workgroup Conferences.

    Semi-annual meetings will be supplemented by monthly conference calls. Agenda for the monthly calls will be coordinated by the National Managers and distributed to Council members one week in advance of the call.

    It is expected that every office will be represented at semi-annual meetings and on monthly calls and it is further expected that this representation will be by principals, not alternates.

    Ongoing work and discussions will be handled via informal conferencing and email, a Web Council discussion listserv and other discussion medium as warranted.

  5. EPA's Governance Web site, shall be a repository for Web Council actions and supportive information.

  6. Decisions: Web Council decisions shall be reached utilizing a consensus model. Coordinators are expected to represent their respective offices and necessarily must sublimate their personal views to that end.

  7. Web Workgroup: The Web Workgroup Chair is encouraged to:

    • Share discussions and circulate draft recommendations with the Workgroup as a whole

    • Aggregate Workgroup response for presentation to the Council.

  8. Decisions of the Web Council and the National Managers are subject to review by the AAs of OPA and OEI.

  9. The Web Council may create temporary or permanent subgroups for any purpose consistent with this charter. Such subgroups take their direction from and report to the full Web Council.
