Country Reports on Human Rights Practices

After watching Secretary of State Hillary Clinton’s interview about the State Department’s release of their Country Reports on Human Rights Practices for 2010, I had to blog about this important annual publication.

In its 35th year for 2010, Country Reports on Human Rights Practices are Congressionally mandated reports produced by the U.S. Department of State that provide encyclopedic detail on human rights conditions in each of the 194 countries that are members of the United Nations.

The 2010 version available from GPO is a two-volume set that provides an overview of the human rights situation around the world as a means to raise awareness of human rights conditions, in particular as these conditions affect the well-being of women, children, racial and religious minorities, trafficking victims, members of indigenous groups and ethnic communities, persons with disabilities, sexual minorities, refugees, and members of other vulnerable groups.  Grouped by region, the country reports detail the situation in each member nation, and the set also provides an introduction and preface describing overall trends as well as detailed appendices.

What are Human Rights?

With the end of World War II, and the creation of the United Nations, the international community vowed to never allow atrocities like those experienced during the war to happen again. World leaders decided to complement the UN Charter with a road map to guarantee the rights of every individual everywhere, with the resulting document becoming The Universal Declaration of Human Rights.

The Universal Declaration of Human Rights was proposed 64 years ago next month and adopted by the UN General Assembly on December 10, 1948. This defines the following universal human rights across all members of the United Nations:

The Best and the Worst List

The Country Reports also serve as a progress report in relation to previous years by outlining which countries are improving and which are backsliding as far as human rights are concerned. The 2010 reports praise Colombia, Guinea, and Indonesia for their marked improvements shown that year, and notes Ukraine for backsliding. Check the book for details on each country’s status.

Three Trends Affecting Human Rights

The 2010 report discusses three important trends from the year including:

1)      Persecution of Vulnerable Groups: the continuing rise of violence, persecution, and official and societal discrimination of members of vulnerable groups, often racial, religious, or ethnic minorities or disempowered majorities;

2)      Repression of Civil Society and Growth of Advocacy Groups: the repression of civil society in different countries and the explosive growth of non-governmental advocacy organizations focused on a wide range of democracy and human rights issues and causes; and

3)      Rise of Web and Mobile Technology: “the dramatic growth of the Internet, mobile phones, and other connective technologies that allow instantaneous communications to billions of people across the globe.”

Persecution of “Vulnerable Groups”

The Country Reports on Human Rights Practices for 2010 outlined the negative trend of the continuing escalation of violence, persecution, and official and societal discrimination of members of vulnerable groups, often racial, religious, or ethnic minorities or disempowered majorities.

In many countries this pattern of discrimination extended to women; children; persons with disabilities; indigenous; lesbian, gay, bisexual, and transgender (LGBT) persons; and members of other vulnerable groups who lacked the political power to defend their own interests.

The report also notes that “often members of these groups were denied economic opportunity or the ability to abide by their social or cultural traditions or practices or were restricted in their ability to speak freely, to assemble peacefully, or to form associations or organizations.”

For example, the report notes that there is increasing exploitation of laborers and threats against workers for attempting to unionize in many countries, as well as increasing violence against members of the LGBT community.

Civil societies rebel against repression: The rise of the “Arab Spring”

By the end of 2010 which is when this report finishes, the issues relating to repression of civil society were giving rise to the so-called “Arab Spring.” Maria Otero, Under Secretary for Democracy and Global Affairs at the U.S. State Department, noted that this report captured these conditions in Egypt and Iran that were leading to protests, and “some of the areas we are seeing changing in the Middle East as demonstrating the inability in those of societies of civil societies to express themselves as one of the problems that emerged.”

Tools of rebellion: The Internet, social media and mobile technology

One of the more interesting trends that added fuel to these rebellions was a key theme in the 2010 report, namely “the explosive way in which the Internet, mobile phones, and other types of types of technologies have emerged in order for different groups to be able to use them to promote democracy and to promote human rights.”

Smartphone-based social media such as Twitter, Facebook, YouTube and blogs played a critical role in extending the reach of opposition messages, which was validated by the University of Washington’s Project on Information Technology and Political Islam which assembled and analyzed data from more than 3 million tweets, gigabytes of YouTube content and thousands of blog posts about Tunisia and Egypt prior to the crisis in each country.

Who should read this?

Maria Otero says the State Department team sees this report as a “way of providing credible thoughtful, analytical information to all of those people around the world, whether it is non-governmental organizations, universities, other governments who are specifically looking at this issue.”

But in addition to serving scholars, reporters and analysts looking at the past, Otero says the State Department uses these reports as a source of information for present and future U.S. policy making, and sees them as a way activists and policy developers in this and other countries can help their own governments identify and decrease whatever abuses may exist, while at the same time increasing their own capacity to protect and to address the issues of human rights in their own countries.

It shows that there’s nothing wrong with reading about rights!

Four Decades since Détente and SALT

Forty years ago next week marked a historic point in Soviet-American relations. On May 22, 1972, President Richard Nixon landed in Moscow for an unprecedented week-long summit with Soviet leader Leonid Brezhnev, Premier Alexei Kosygin and other Soviet officials that culminated in the SALT I Treaty and marked the height of the détente era.

In honor of this four decade anniversary, I thought I’d write about an insightful publication by the State Department entitled “Soviet-American Relations: The Détente Years, 1969-1972 that covers this important period that marked a détente or a “thawing” of Cold War relations between the two superpowers.

Extremely interesting are the forewords by both Nixon’s Secretary of State Henry Kissinger and Soviet ambassador Anatoly Dobrynin. In them, they talk about their personal relationship that forged “The Channel” of communications between the two governments that finally led to the breakthrough in negotiations.

Kissinger reminisces:

On March 25, 1971, according to the transcript of a telephone conversation with Soviet ambassador Anatoly Dobrynin, I remarked: “When we are both out of government service, which will be a lot later for you than for me, I hope you will let me read the reports you send in on me.” … My remark to Dobrynin was an interlude in what evolved into almost daily exchanges. What was later named “The Channel” began as a general exchange of views. Starting in 1971, the Channel became the principal venue for U.S.-Soviet relations.

Don’t change “The Channel”  

According to Kissinger in “The Détente Years”, “The Channel” became one of the pathways of change, and “produced a number of significant agreements”, including:

  • an agreed approach on Strategic Arms Limitation (May 1971);
  • the conclusion of an agreement regarding access to Berlin (September 1971);
  • the announcement of a Soviet-American summit agreement (October 1971); and
  • President Nixon’s visit to Moscow (May 1972), at which agreements, the most important of which were a treaty regulating Ballistic Missile Defense and a five-year freeze on deploying additional offensive strategic weapons, were concluded. The two sides also published an agreed statement on principles of international conduct.

Pass the SALT, please

The highlight of the publication is the discussion about the lead-up and issues during the Moscow Summit and the final negotiations of the SALT I Treaty.

SALT I, the first series of Strategic Arms Limitation Talks, had begun in November 1969 to explore ways to halt or reduce the arms race, particularly nuclear weapon proliferation. This week of meetings from May 22 to 26, was set up after those years of negotiations to finalize and sign a number of agreements that increased cooperation and reduced the mutual nuclear threat between the two nations.

On May 26, Nixon and Brezhnev signed the Strategic Arms Limitation Treaty (SALT I), the most significant of the multiple agreements reached during the Moscow summit. The terms of the SALT treaty limited the USSR and the United States to only 200 anti-ballistic missiles each, which had to be split between two defensive systems.

One good (hand)shake leads to another

Among all the handshakes at this Moscow summit was another for the “Agreement between the Government of the United States of America and the Government of the Union of Soviet Socialist Republics on Cooperation in the Fields of Science and Technology” which laid the groundwork for the first joint Soviet-US space flight. Called the Apollo Soyuz Test Project or ASTP, the ASTP flight lasted only nine days from July 15-24, 1975, but led to another famous handshake… this time in space.

Innovation = Bureaucratic dismay

All in all, this publication provides unique insights from the players involved about the diplomatic communications and procedural changes and innovations that were put in place on both sides to eliminate the logjam in relations between Soviets and American administrations since the end of World War II. And sometimes these changes were done “outside” the normal processes.

As Kissinger explains in the book:

Paradoxically, the Channel worked best so long as the bureaucracy did not know of its existence. While that was the case, the participants in the interdepartmental machinery had an incentive to adjust their positions toward what they thought was feasible; in general, no one wanted to assume responsibility for failure by inflexibility…

For all the bureaucratic dismay it caused, the Channel was an innovative attempt to transcend the formalities of an increasingly bureaucratized diplomacy. It helped contain crises, saw America through a period of domestic divisions and sketched prospects for a more peaceful world.

The U.S. military storms to the rescue in foreign disaster relief

Last year, the United States suffered a record number of devastating weather and climate disasters, including hurricanes, tornadoes, wildfires and floods, causing the President to issue a record 99 “major disaster declarations” during 2011.

(And just this week, as I write this post, we are faced with the news about a line of dozens of deadly tornadoes that hit the Midwest, striking Indiana, Illinois, Kentucky, Missouri, and Kansas, with particular devastation to the towns of Harrisburg, IL and Henryville, IN.  See the end of this article for a links to terrific Federal disaster preparedness and response publications for citizens and professionals.)

However, the U.S. unfortunately had a lot of company as the entire world endured one of the worst years ever for catastrophic natural disasters.

Record Number of Catastrophic Natural Disasters Worldwide

2011 was the costliest year on record in terms of global property damage, with more than a third of a trillion dollars in damages worldwide, according to Munich Re, a multinational that insures insurance companies. The single worst and costliest natural disaster of the year was Japan’s earthquake and subsequent tsunami and nuclear disaster.

But some of the other worst disasters in the world in 2011 included: floods and landslides in Thailand, Guatemala, El Salvador, Pakistan and Brazil; earthquakes in New Zealand and Turkey; severe spring storms and tornadoes in the USA; Hurricane Irene in the USA; Cyclone Yasi and flooding in Australia; drought in the USA and Somalia; wildfires in the USA and Canada; and the violent winter storm Joachim that swept across western Europe in December.

Fortunately, while the total number of disasters was about average, the loss of life was below average. Still, many lives were lost around the world, including 15,840 fatalities reported in Japan’s disaster alone.

DoD to the Rescue 

To help local governments around the world respond to these disasters, the United States Government often comes to the rescue with supplies, personnel and logistical support. But sometimes civilian agency response is not sufficient. In these cases, the U.S. Department of State and U.S. Agency for International Development may ask for support from the U.S. military.

U.S. Government and Department of Defense (DoD) joint task forces may also coordinate with International Organizations such as the United Nations and International Red Cross and Red Crescent and other Intergovernmental Organizations (IGO) and Non-Governmental Organizations (NGO).

In total, the U.S. Government on average responds to approximately 70 to 80 natural disasters worldwide annually, but the Department of Defense (DoD) only lends support to 10-15 percent of these disaster responses.

The DoD describes their foreign disaster relief assistance as follows:

“DoD disaster assistance can range from a single aircraft delivering relief supplies, to a fullscale deployment of a brigade-size or larger task force. Though the overall percentage of disasters requiring DoD support is relatively small, these disasters tend to be crises of the largest magnitude and/or the greatest complexity.”

Some of the past disaster response efforts with which the U.S. military has assisted include the 2004 tsunami in Southeast Asia; 2005 earthquake and 2010 flooding in Pakistan;  and the 2010 earthquake in Haiti.

Handy Handbook for All Those Who Give a Hand

To assist their personnel who are engaged in foreign disaster relief operations, the Department of Defense prepared a handbook which “offers an overarching guide and reference for military responders in foreign disaster relief operations,” particularly for Joint Task Force (JTF) Commanders and below.

INTENDED FOR ANYONE INVOLVED IN US FOREIGN DISASTER RELIEF OPERATIONS: Fortunately, DoD also released an unclassified version that can be used not only by the military, but also by anyone involved in U.S. foreign disaster response operations, including U.S. Government agencies, international organizations, Intergovernmental Organizations (IGO) and Non-Governmental Organizations (NGO).

CONTENTS: This public version of the “Department of Defense Support to Foreign Disaster Relief Handbook” (ISBN:  9780160888632) is divided into 4 major sections:

  • Section I: Introduction: Provides the background, legal authorities and guidance for performing foreign disaster relief (FDR) operations. Includes info on the U.S. Government’s FDR response processes, international and humanitarian guidelines and principles.
  • Section II: Operational Context and Planning Factors.
  • Details the types of missions that DoD units may participate in and the roles of Joint Task Force members. Also provides a five-phase FDR operation and metrics of success, and how to protect responders. Of particular interest in Chapter 6 are the characteristics of natural disasters, including hazards expected from different disaster types, and in Chapter 7, guidelines for talking to the media.
  • Section III: Supported and Supporting Organizations
    • This section provides a broad overview of functional commands and the cross-cutting organizations roles and missions, including Geographic Combatant Commands (GCC) and typical DOD tactical FDR units. Even shows photos to help identify different U.S. military transportation vehicles that could be used.

  • Section IV: Appendices: A number of extremely useful appendices are included that come in handy for anyone involved in Foreign Disaster Relief.
    • Appendix A presents the legal aspects of FDR operations, such as the list of laws and guidance documents allowing DoD participation in humanitarian relief efforts overseas. For example, the principal authority for DOD to conduct foreign disaster relief is the Foreign Assistance Act of 1961 (Public Law 87-195) (See p. 15 of this compilation of Legislation on Foreign Relations) which “provides the legal guidance for U.S. Government engagement with friendly nations.
    • Appendix B provides the DoD guidelines for interaction with NGOs in a permissive environment. More importantly, it provides excellent color charts showing how civil and military operation centers interact and differ. The page below is an example of how interaction between various civil and military operations in an operations center.

    • Appendix C provides sample formats that are useful to staff who support FDR operations, including excellent example worksheets and sample reports.
    • Appendix D provides a list of useful FDR agency and resources websites.
    • Appendix E provides a list of training courses, both from the Department of Defense and other U.S. agencies like the State Department and the Peace Corps.
    • Appendix F lists references useful in planning and executing FDR missions.
    • Appendix G is a list of acronyms used in this handbook, a must-have for dealing with the military especially, but includes acronyms for international organizations as well. For example, did you know that “OCONUS” means “Outside the continental United States” and “SPINS” means “Special Instructions”?

EASY-TO-READ, PORTABLE FORMAT: Throughout the Handbook are color flowcharts, organizational charts, checklists, notes and warnings, making this easier to read than one would expect from a military handbook.  And because of its rugged spiral bound format and smaller size, I found this handbook particularly easy to hold in one hand while writing with another, since it could lying totally flat and fold back on itself.  Considering that online versions are not convenient in disaster areas, I can see why this is a must-pack item in any U.S. foreign disaster responder’s emergency bag.

Overall, the Department of Defense Support to Foreign Disaster Relief (Handbook for JTF Commanders and Below) provides a fascinating and useful insight into how to respond to natural disasters wherever they may happen around the globe.

  • Are You Ready? An In-depth Guide to Citizen Preparedness. This FREE online guide provides a step-by-step approach to disaster preparedness by walking the reader through how to get informed about local emergency plans, how to identify hazards that affect their local area and how to develop and maintain an emergency communications plan and disaster supplies kit. It is produced by Ready.gov, a national public service advertising campaign designed to educate and empower Americans to prepare for and respond to emergencies including natural and man-made disasters.
  • FREE Tornado Safety Guide from the Federal Emergency Management Administration (FEMA) Ready.gov website has important tips on what to do before, during and after a tornado.

CIA’s World Factbook: Global intelligence for every thinker, traveler, soldier, spy

A great publication not only provides timely and valuable information, but it also allows us a glimpse into the times and events that necessitated its production.

Such is the case with the CIA’s World Factbook—which marks its 50th anniversary in 2012 for the classified version and over 40 years for the public version described here— and shows us a glimpse into how Pearl Harbor and the Cold War changed the way America began to gather information about all corners of the globe.

The Factbook has its origins in the aftermath of the Japanese attack on Pearl Harbor, and the realization by Congress and the White House that lack of coordinated intelligence across all Governmental departments had left the United States woefully unprepared for the attack, and determined to correct this as a national security necessity and priority.  According to the CIA historians:

During World War II, intelligence consumers realized that the production of basic intelligence by different components of the US Government resulted in a great duplication of effort and conflicting information.

Detailed and coordinated information was needed not only on such major powers as Germany and Japan, but also on places of little previous interest. In the Pacific Theater, for example, the Navy and Marines had to launch amphibious operations against many islands about which information was unconfirmed or nonexistent.

JANIS Drops In

To correct this deficiency, in 1943, General George B. Strong (G-2), Admiral H. C. Train (Office of Naval Intelligence – known as ONI), and General William J. Donovan (Director of the Office of Strategic Services – known as OSS, the precursor of the CIA) oversaw the formation of a Joint Intelligence Study Publishing Board to assemble, edit, coordinate, and publish the Joint Army Navy Intelligence Studies (JANIS).

JANIS was the first cross-departmental basic intelligence program to fulfill the needs of the US Government for an authoritative and coordinated appraisal of strategic basic intelligence.

All groups involved in the war agreed that finished basic intelligence was required that covered territories around the world where the war was being fought. They needed detailed, up-to-date maps and geography; basic understanding of the cultural, economical, political and historical issues of the people and the region.

Compiling and publishing this information for the Allied intelligence needs, JANIS became an indispensable reference for war planning and execution.

The Cold War Gives Birth to the CIA… and the National Intelligence Survey

But the Cold War that immediately followed World War II showed that there was just as much need for continued intelligence gathering as ever. In the 1946 publication “The Future of American Secret Intelligence,” national security author George S. Petee wrote: “The conduct of peace involves all countries, all human activities – not just the enemy and his war production.”

In acknowledgement of this, the Congress established the Central Intelligence Agency in 1947 which immediately took over responsibility for JANIS. The next year, the National Security Council authorized the National Intelligence Survey program as a peacetime replacement for the wartime JANIS program. By 1955, the Hoover Commission evaluating the CIA advised Congress that: “The National Intelligence Survey [NIS] is an invaluable publication which provides the essential elements of basic intelligence on all areas of the world. There will always be a continuing requirement for keeping the Survey up-to-date.

The Sum of All Facts: The World Factbook

Subsequently, the World Factbook was created as an “annual summary and update to the encyclopedic NIS studies.

Originally published only as a classified publication starting a half century ago in August 1962 (just prior to the Cuban Missile Crisis of October 1962), the World Factbook was first published in its declassified version for public consumption in June 1971, 40 years ago.

Today’s World Factbook is the declassified version of the finished basic intelligence compiled by the U.S. Central Intelligence Agency (CIA) and coordinated across all the U.S. intelligence community. It uses only recognized, authoritative sources, not only CIA-gathered intelligence, but also a wide variety of U.S. Government agencies from the National Security Agency, Department of Defense, Department of State, Department of Agriculture, Defense Intelligence Agency, and hundreds of other published sources around the world.

Printed Version Provides an Annual Snapshot

Once a year, the Government Printing Office takes a snapshot of this information from the CIA as of January 1 and produces a printed version of the World Factbook. It provides unparalleled and succinct information about hundreds of countries in a format that provides an easy-to-use comparison.The Factbook has been available from GPO since 1975.

The 2011 version just published provides a two- to three-page summary of the history, people, government, economy, geography, communications, transportation, military, and transnational issues for 267 world entities, including U.S.-recognized countries, dependencies, and other areas in the world.

Each country has its own basic map and shows its flag, but of particular interest are the maps of the major world regions, as well three pull-out maps included in the publication: Physical Map of the World, Political Map of the World, and Standard Time Zones of the World Map, all of which can be used as wall maps.

Some Interesting “DID YOU KNOW?” Facts related to the CIA’s World Factbook:

  • Question: What separates “intelligence” from “information”?
    • Answer: According to the CIA: The Intelligence Cycle is the process by which information is acquired, converted into intelligence, and made available to policymakers. Information is raw data from any source, data that may be fragmentary, contradictory, unreliable, ambiguous, deceptive, or wrong. Intelligence is information that has been collected, integrated, evaluated, analyzed, and interpreted. Finished intelligence is the final product of the Intelligence Cycle ready to be delivered to the policymaker.

The three types of finished intelligence are: basic, current, and estimative. Basic intelligence provides the fundamental and factual reference material on a country or issue.

  • Question: “Why is the British Labour Party misspelled?”
    • Answer: When American and British spellings of common English words differ, The World Factbook always uses the American spelling, even when these common words form part of a proper name in British English.
  • Question: “What is a ‘doubly landlocked’ country and which are the only two in the world?”
    • Answer: A doubly landlocked country is one that is separated from an ocean or an ocean-accessible sea by two intervening countries. Uzbekistan and Liechtenstein are the only countries that fit this definition.
  • Question: “Why does the Factbook use metric units, even though Americans still use traditional units of measure like feet, pounds, and Fahrenheit?”
    • Answer: US Federal agencies are required by the Metric Conversion Act of 1975 (Public Law 94-168) and by Executive Order 12770 of July 1991 to use the International System of Units, commonly referred to as the metric system or SI. In addition, the metric system is used by over 95 percent of the world’s population.
  • Question: “Why is the European Union listed at the end of the Factbook entries? It’s not a country!”
    • Answer:  The European Union (EU) is not a country, but it has taken on many nation-like attributes and these may be expanded in the future. A more complete explanation on the inclusion of the EU into the Factbook can be found in the Preliminary statement.

In FRUS We Trust: 150 Years of US Foreign Relations History

December 2, 2011

December 3, 2011, marks the 150th anniversary of the Foreign Relations of the United States (FRUS) series. The FRUS series, which is produced by the State Department’s Office of the Historian, was first published in 1861 in the same year that the Government Printing Office was founded and is the official documentary history of U.S. foreign policy decision-making and major diplomatic activity. Researchers and students of foreign policy have relied on the series to provide a “road map” of various major U.S. Government archival sources for many years.

The FRUS series now comprises more than 450 individual volumes. A staff of approximately 20 historians and editors at the Office of the Historian in the Department of State compile and prepare the volumes for publication.  More recent volumes published over the last two decades increasingly containing declassified records from all the foreign affairs agencies who participate in a declassification review if their documents are selected for inclusion in a FRUS volume.

What will you find in a typical FRUS volume?

The State Department’s Office of the Historian describes the contents of FRUS volumes:

Foreign Relations volumes contain documents from Presidential libraries, Departments of State and Defense, National Security Council, Central Intelligence Agency, Agency for International Development, and other foreign affairs agencies as well as the private papers of individuals involved in formulating U.S. foreign policy.

In general, the editors choose documentation that illuminates policy formulation and major aspects and repercussions of its execution. Volumes published over the past few years have expanded the scope of the series in two important ways: first by including documents from a wider range of government agencies, particularly those involved with intelligence activity and covert actions, and second by including transcripts prepared from Presidential tape recordings.

They go on to add that currently “volumes on the Nixon, Ford, Carter, and Reagan administrations are now being researched, annotated, and prepared for publication.”

Contributing to an “Intelligent Public Opinion”

Although the FRUS was originally proposed as an unofficial Annual Report for the Secretary of State, its originators displayed very lofty goals for their now long-lived series.

In describing the history of how the FRUS series came about, Joshua Botts of the Office of the Historian at the U.S. Department of State explains:

The covering memorandum to the Secretary transmitting the Order for Secretary of State Frank Kellogg’s approval explained that FRUS “ought to contribute to the promotion of interest in questions of foreign policy and in turn assist in the maintenance of an intelligent public opinion.

In short, the Department intended for FRUS to serve an important public affairs function in addition to satisfying demands from the academic community.

Thus, the editors of the Foreign Relations of the United States (FRUS) series act as the curators of American diplomatic history, sifting through our foreign affairs information to ensure there is a means for future generations of Americans to witness, decipher and interpret U.S. foreign policy decisions and actions.

150TH Anniversary Events for the FRUS series

1)      FRUS Research: To mark the 150th anniversary of FRUS, the Office of the Historian at the U.S. Department of State assembled extensive research on how the evolution of the series fits within many important themes in U.S. history, including the transformation of government institutions, changing conceptions of national security and transparency, and the increasingly important role that the United States has played in the world.

2)      Upcoming FRUS Events:  As part of the FRUS series sesquicentennial, the Office of the Historian has also embarked on an outreach initiative with public events. Even if you missed the commemorative events held to date, you can consult the list of events to see if a recording is available.

a) Foreign Relations during the Civil War Era: A Video Interview with Dr. Aaron Marrs, Office of the Historian, U.S. State Department, December 1, 2011.

 President Lincoln’s Cottage and the Office of the Historian of the U.S. Department of State hosted a public program to commemorate the 150th anniversary of Foreign Relations of the United State, the flagship publication of the Department’s Office of the Historian. Burrus Carnahan, noted Civil War and Lincoln author and scholar, interviewed Dr. Aaron Marrs, Civil War-era specialist with the Office of the Historian, on Marrs’ new research that sheds light on foreign relations in the context of the Civil War.  Video part one is available here and part two is available here.

b) A Weapon of Mass Instruction?:  Discussion with Office of Historian Staff Members and University of Virginia Professors, November 7, 2011. 

The Miller Center of Public Affairs at the University of Virginia hosted a discussion between Office of the Historian staff members and University of Virginia professors on how the U.S. Government has historically struggled to balance security imperatives with its commitment to transparency and democratic accountability.  Video available on Miller Center website.

c) Out of the Frying Pan, Into the Fire: A Conversation on the 1955 Yalta Foreign Relations Volume October 12, 2011.

d)      Open Secrets: The Foreign Relations of the United States Series, Democracy’s ‘Need to Know,’ and National Security: American Historical Association Panel,  January, 9,  2011.

To hear how the FRUS editors sort through questions such as how much the public needs to know, what should be kept secret, are secrets political, and how long secrecy lasts, watch this fascinating panel discussion on how a democracy balances the public’s right to know against the need for preserving national security. This panel was held on January 9, 2011 at the American Historical Association Annual Meeting and included a roundtable of historians from the State Department and National Security Archive. The panel discussion can be viewed on CSPAN video or Youtube video.
