PEACHTREE CITY, GA — December 10, 2007 — Dr. Elaine Beraza, Director, Department of Defense (DoD) Domestic Dependent Elementary and Secondary Schools (DDESS) and Department of Defense Dependents Schools, Cuba, (DoDDS-Cuba) announced today that Dr. Carmen Arroyo has been named the new Assistant Superintendent for Puerto Rico, part of the New York/Virginia/Puerto Rico District. She replaces Dr. Gregg Mowen who was recently named Mudge Elementary School principal at Fort Knox in the Kentucky District.

“I have known Carmen Arroyo for several years and during that time I have come to appreciate her as a strong instructional leader with an excellent grasp of effective instruction to include a clear understanding of how to use assessment for learning,” District Superintendent Mike Gould said. “She brings a high level of professionalism and personal commitment to this job and everything she does.”

Arroyo has worked for the Department of Defense Education Activity (DoDEA) for 20 years. Prior to assuming her current position as Principal in Residence in 2002, she served as principal of Antilles High School for six years. Arroyo will assume her new responsibilities Dec. 23, 2007.

Born in New York, Arroyo relocated to Puerto Rico with her family when she was 10 years old. Arroyo has taught all grade levels from kindergarten through college, both in Connecticut and Puerto Rico. She has held several administrative positions within the DDESS schools.

She earned her bachelor’s degree from the University of Puerto Rico in 1971, her master’s degree from Connecticut State College in 1981, and her doctorate from the University of Connecticut in 1990. Arroyo and her husband of 33 years, Carlos, have three sons and two grandchildren.
