Overview
The Public Health Human Resources System (PHHRS) is a new human resources pay-for-performance system for non-bargaining unit employees at FSIS
that changes the way we compensate, recognize and reward employees. It excludes bargaining unit,
Senior Executive Service (SES), Senior Level (SL), and Wage Grade (WG) employees.
The PHHRS delivers greater flexibility, accountability and results than traditional Federal human
resources systems. It equips managers with flexibilities that will help attract, hire or
and retain top talent in order to achieve FSIS' mission. The PHHRS enhances and changes some
fundamental business practices such as:
- job objectives directly linked to Agency objectives,
- salary increases based on performance, and
- salaries for new hires based on qualifications, skills and labor market factors.
Through a Demonstration Project, the new system will test whether a pay-for-performance system based on
results and linked to competencies will produce results in a public health environment.
PHHRS was implemented on July 19, 2009.
