Rear Admiral Daniel Neptun assumed the duties of Assistant Commandant for Human Resources in June 2012.
The Assistant Commandant for Human Resources also serves as the Coast Guard Academy Board of Trustees Chairperson and the Coast Guard Mutual Assistance (CGMA) Board President. The Human Resources (HR) Directorate staff is made up of HR professionals, military and civilian, with one distinct mission: to meet the people needs of the Coast Guard while meeting the needs of Coast Guard people.
Rear Admiral Neptun has served at units along the Pacific and Atlantic coasts, plus tours in the Caribbean and the Great Lakes. During his enlisted assignments, he served as a Surfman at Station Willapa Bay in Tokeland, WA and then Station Grays Harbor in Westport, WA.
After graduating from Officer Candidate School, he was assigned to the Coast Guard's 13th District Office in Seattle, WA as Assistant Director of Auxiliary and then transferred to Group Cape Hatteras, NC as Deputy Group Commander. Next, he took charge of a Technical Assistance Field Team in the Eastern Caribbean where he was responsible for providing operational training, maintenance support, and coordination for Naval Security Assistance initiatives within six Eastern Caribbean countries.
He then transferred back to the 13th Coast Guard District as Maritime Defense Zone planning officer and then transferred to Station Cape Disappointment, WA as Commanding Officer. In August 1992, he reported for duty to the 7th Coast Guard District Search and Rescue Branch in Miami, FL and managed resources from the Coast Guard air stations and groups from South Carolina to Puerto Rico.
Rear Admiral Neptun was next assigned to Coast Guard Group Buffalo, NY as Group Commander, where he was responsible for most of Coast Guard activities along the St. Lawrence Seaway, Lake Ontario, and eastern Lake Erie. Following this assignment, he received the opportunity to attend the Naval War College in Newport, RI. Upon graduation from the Naval War College, he transferred to Coast Guard Integrated Support Command Miami, FL where he served as Executive Officer, responsible for coordinating support requirements for the 7th Coast Guard District. In his next assignment at the Coast Guard Personnel Command in Washington, DC he served as Chief, Enlisted Personnel Division, responsible for advancement, assignment, separation, and retirement processes for the Coast Guard's enlisted workforce. He was next assigned to Coast Guard Group St. Petersburg, FL where he served as Group Commander for 15 units assigned to various locations along Florida's west coast, responsible for search and rescue, maritime homeland security, maritime law enforcement, and aids to navigation missions, and worked closely with interagency partners. During this assignment, he served four months as the Combined Joint Task Force Maritime Component Commander for CJTF-Haiti in 2004. He was next assigned to Coast Guard Pacific Area in Alameda, CA where he served as Chief of Staff for Coast Guard units assigned across the Pacific Theater. Next, he was assigned to Coast Guard Headquarters in Washington, DC where he served as the Coast Guard's Director of Personnel Management. He then reported on board the Coast Guard Personnel Service Center in Arlington, VA where he managed most of the Coast Guard's human resources field activities, from accession of new military personnel to retired members' pay and benefits. His last assignment was as 1st District Commander where he oversaw all Coast Guard missions across eight states in the Northeast including over 8,000 miles of tidal shoreline from the U.S.-Canadian border to northern New Jersey. In fulfilling these responsibilities, Rear Admiral Neptun commanded more than 12,000 active duty, reserve, civilian, and auxiliary personnel; and employed 30 cutters, 200 boats, and 8 aircraft.
Rear Admiral Neptun is a native of Peoria, IL; a graduate of Pacific Lutheran University in Tacoma, WA; and he earned his master's degree from the Naval War College in Newport, RI. Additionally, he has earned many personal, unit, team, and service awards.
