Between September 2007 and March 2009, the Federal Motor Carrier Safety Administration (FMCSA) established a Demonstration Project to evaluate the ability of Mexico-based motor carriers to operate safely in the United States beyond the municipalities and commercial zones along the United States-Mexico border. The Mexico-domiciled motor carriers that participated in the Demonstration Project were required to complete a Pre-Authorization Safety Audit (PASA) and Compliance Reviews (CR).
