The DoDI 1315.19 mandates that all active duty military and DoD civilians with Exceptional Family Members (EFMs) undergo medical and/or educational screening (as appropriate) prior to overseas travel at government expense.

Failure to complete the required screening components will preclude the processing of the family travel application and command sponsorship. It can be extremely frustrating for families to arrive at a location that does not have services in place to meet special needs, and a key purpose of the screening process is to provide families with information regarding service availability prior to relocating. For active duty sponsors, the military will often work with a family to ensure they are assigned to a location already resourced to meet any special needs a family member may have. For DoD civilians, a job offer cannot be retracted based on the needs of a family member, but the screening process allows the sponsor to make informed decisions for his or her family prior to relocating.

The form used for educational screening is the DD 2792-1, the "Exceptional Family Member Special Education/Early Intervention Summary" form. This should be submitted to the designated office at the losing installation along with a copy of the child’s complete and current Individualized Education Program (IEP) or Individualized Family Service Plan (IFSP) for processing.

The DD 2792-1 is the same form used for enrollment of active duty dependents in the Exceptional Family Member Program (EFMP). Civilian employees do not enroll in EFMP, but are still required to submit the DD 2792-1 for educational screening purposes if they have a dependent with special needs.

Educational screening is not mandatory for contractor dependents at this time, but is strongly encouraged.

Please send any questions regarding the educational component of overseas screening to:

Please do not contact individual schools directly prior to the completion of the educational screening.
