In May of 2000, the BPA Administrator signed a Record of Decision (ROD) on the 2002 Final Power Rate Proposal for the October 2001 through September 2006 rate period. In July of 2000, BPA filed its 2002 power rate proposal with the Federal Energy Regulatory Commission (FERC) for review and approval. A short time later, BPA requested that FERC temporarily suspend its approval process.

On August 31, 2000, BPA announced its intention to adjust the 2002 proposed power rate filing through the 7(i) process. This action was necessary to insure that the probability of BPA making its annual payment to the U.S. Treasury is at acceptable levels through the Fiscal Year 2002-2006 rate period. BPA filed an Amended Proposal in December 2000 which focused on the Cost Recovery Adjustment Clause (CRAC) and its application. In February 2001, BPA filed a Supplemental Proposal which incorporated a partial settlement agreement with the rate case parties.

On June 20, 2001, the Administrator signed a Final Record of Decision (Final ROD) on the Supplemental Proposal. On September 28, 2001, FERC issued an order approving rates on an interim basis and providing opportunity for additional comments. On July 21, 2003, FERC issued an order confirming and approving rates on a final basis.
