The optimum degree of safety within the constraints of operational effectiveness, time and cost attained though specific applications of system safety management and engineering principles throughout the life cycle of the system.
The USACRC writes Independent Safety Assessments (ISAs) to support Milestone Decision Reviews for Army Systems Acquisition Review Council (ASARC) systems. The ISA addresses primarily three areas: system safety management issues, system safety technical issues, and USACRC recommendations. The System Safety – ESOH Management Evaluation Criteria for DOD Acquisition (developed under management of the Defense Safety Oversight Council Acquisition and Technology Programs Task Force) is used to assess the system safety management aspects of the program, resulting in an Overall System Safety – ESOH Program Numeric/Color Rating (Red, Yellow, Green). To request an ISA for a major Army system in support of a Milestone Decision Review, email request to usarmy.rucker.hqda-secarmy.list.safe-systemsafety@mail.mil
