Fraud Warning - DV Lottery Successful DV-2011 applicants were notified by the Department of State, Kentucky Consular Center (KCC) by letter, NOT email and were provided instructions on how to proceed to the next step in the process. No assurance regarding the issuance of visas can be given in advance. Final travel plans or the purchase of non-refundable air tickets should not be made until you have been approved and have received your visa.
