FMCSA published a final rule revising its regulations concerning recording of hours-of-service information on April 5, 2010 (75 FR 17208). The new regulations addressed technical requirements for EOBRs, a new generation of recording devices and support systems that will eventually replace the automatic on-board recording devices (AOBRDs) in use since the mid-1980s.

In response to three petitions for reconsideration, FMCSA published a final rule / technical amendment on September 13, 2010 (75 FR 55488). This action revised technical requirements concerning the EOBR's external connector and the operating temperature specifications.

FMCSA believes it is necessary to continue working with industry experts, Federal and State enforcement officials and other interested parties to determine if additional implementation guidance might be needed. One topic of interest is the communication protocol requirement for an EOBR to make it possible for authorized Federal, State, or local officials to check the status of a driver's hours of service during a roadside or terminal inspection. FMCSA is committed to providing all interested parties an opportunity to discuss their perspective on this focused set of technical issues, including whether such matters require further explanation or clarification by FMCSA. This meeting will not be a forum for discussion of broader non-technical EOBR issues. The Agency is aware that there may be a need for additional meetings on this limited topic and will schedule them as needed.
