June 1, 2006 - PFR II Final Report Issued:  BPA issued today its Power Function Review (PFR) II Final Closeout Report (PDF, 20 pages, 269 KB) concluding the PFR II process.  This report outlines the program levels that will be used in preparing BPA's final rate proposal for the WP-07 Power Rate Case.  The final report is accompanied by a letter from the Senior Vice President of the Power Business Line, Paul Norman (PDF, 2 pages, 126 KB)

April 7, 2006 - Northwest Hydro Benchmarking Study:  An electronic version of the Northwest Hydro Benchmarking Study (PDF, 27 pages, 2.3 MB, reposted April 11, 2006) is now available.  This benchmarking report is the result of a study that was recommended in the 2005 Power Function Review.  This report will be discussed at the PFR II Management Discussion on Monday, April 10 from 1 to 2:45 p.m. in the BPA Rates Hearing Room.  To participate by phone, please call Cynthia Jones at (503) 230-5459.

April 4, 2006 - PFR II Draft Closeout Report Issued for Public Comment:  BPA issued today for public comment its Power Function Review II Draft Closeout Report (PDF, 13 pages, 210 KB).  The draft closeout report is accompanied by a letter (PDF, 2 pages, 122 KB) from Senior Vice-President of the Power Business Line, Paul Norman.  The deadline for comments is Wednesday, April 26, 2006.  Comments can be submitted on-line at www.bpa.gov/comment;  e-mailed to comment@bpa.gov;  or mailed to Bonneville Power Administration, Public Affairs Office - DKC-7, P.O. Box 14428, Portland, OR, 97293-4428.

January 18, 2006 - DSI Contract Process Delayed:  The opportunity to provide comments on the DSI benefits for Fiscal Years 2007-2011 for aluminum smelter DSIs closed on January 4, 2006.  Several comments requested that DSI benefit levels be included in BPA's Power Function Review II, which is scheduled to kick-off on January 23, 2006 and conclude in April 2006.  BPA has agreed to this request.  Subject to the outcome of this review, BPA now expects to sign the DSI contracts (assuming they are offered), at the end of April.  Note: BPA is reserving the right to accelerate the timeline for review and final decision regarding DSI benefits if power prices drop to a point where BPA believes certainty on benefit levels may allow DSIs to make power purchase decisions.

January 17, 2006 (4:45 p.m.) - Handouts for the January 23 PFR Workshop:  Electronic versions of the handouts for the Power Function Review workshop on Monday, January 23, are temporarily available in the PFR document "Queue".  These documents will remain in the Queue until the handouts are officially-posted on the PFR Meetings and Workshops page.  The January 23 workshop will be held from 9 a.m. - 4 p.m. in the BPA Rates Hearing Room, located at 911 NE 11th Avenue.  To participate by phone, please call Cynthia Jones at (503) 230-5459.

December 22, 2005 - PFR Follow-up Workshop Scheduled on January 23:  Paul E. Norman issued a December 22, 2006 letter (PDF, 2 pages, 183 KB) to parties interested in the Power Function Review (PFR) announcing a workshop on January 23, 2006.  The purpose of this workshop is to follow-up on outstanding issues from the PFR held in early 2005, provide an additional review of program expenses going into the proposed FY 2007-2009 power rates, and provide an analysis of changes in costs, revenue credits and risk treatment that could affect the level of the proposed rates.  The workshop will be held Monday, January 23, 9 a.m. - 4 p.m., in the BPA Rates Hearing Room.  To participate by phone, please call Cynthia Jones at (503) 230-5459.
