July 14, 2005 - Presentation for July 6 Meeting with Senators Cantwell and Smith: An electronic version of BPA's presentation (PDF, 10 pages, 181 kb) at the July 6 meeting with Senator Maria Cantwell, Senator Gordon Smith and BPA customers is now available. The Northwest Senators held a meeting in Portland to discuss the long-term Regional Dialogue and other topics. This handout provides an update on BPA power costs and rates.

June 24, 2005 - PFR Final Report Issued:  BPA issued today its Power Function Review (PFR) Final Report (PDF, 49 pages, 409 kb) concluding the PFR process. This report outlines the program forecast levels that will be used in preparing BPA's Initial Proposal for the upcoming WP-07 Power Rate Case. The final report is accompanied by a letter from the Senior Vice President of the Power Business Line, Paul Norman (PDF, 3 pages, 110 kb). In this letter, BPA has outlined areas for additional review to seek further costs reductions prior to submitting the final power rate proposal in mid-2006.

May 20, 2005 (6 p.m.) - Background Papers:  During the PFR process additional information was requested on three power function program areas that were not covered in the review.  Background papers on Long-Term Contract Generating Projects (PDF, 3 pages, 116 kb), Under-funded Pension and Other Post Retirement Benefits (PDF, 2 pages, 75 kb), and Residential Exchange Program Benefits and Settlement Benefits (PDF, 5 pages, 101 kb) are now available.

May 2, 2005 (11 p.m.) - Draft PFR Closeout Report Issued for Public Comment:  BPA issued today for public comment its Draft Closeout Report: BPA's Proposed Changes to PFR Base Costs (PDF, 33 pages, 280 kb). The draft PFR closeout report is accompanied by a letter from BPA Administrator, Steve Wright (PDF, 2 pages, 111 kb) and a letter from Senior Vice-President of the BPA Power Business Line, Paul Norman (PDF, 2 pages, 114 kb). The deadline for comments is Friday, May 20, 2005.

March 14, 2005 - PFR Scoresheet and PBL Decision Forums List:  An electronic version of the new PFR Scoresheet (PDF, 6 pages, 97 kb) is now available. This document outlines possible decisions identified by BPA and/or other PFR participants that could reduce (or increase) BPA power costs in FY 2007 - 2009.  Updated versions of the PFR Scoresheet will be posted periodically on the PFR Meetings and Workshops page.  Also available today is the new list of Power Business Line (PBL) Decision Forums (PDF, 2 pages, 61 kb). This document outlines current PBL-related issues and the forums in which they will be decided.

March 4, 2005 - PFR Schedule Changes:  As noted in the March 2nd announcement, the Power Function Review public comment period has been extended through May 20th.  BPA now expects to issue the draft closeout letter on May 2nd for public comment and the final closeout letter on June 15th.  Also, an additional 2-hour follow-up technical workshop has been scheduled on March 10th;  the technical workshop originally scheduled for April 20th has been moved to May 9th;  and the management level discussion originally scheduled for April 27th has been moved to May 16th.  For more information about these changes, see the updated PFR meeting schedule (PDF, 3 pages, 95 kb) issued today.

March 2, 2005 - Power Function Review Comment Period Extended to May 20th:  Senior Vice-President of the BPA Power Business Line, Paul Norman, today sent a letter to the Public Power Council (PPC) in response to the PPC's February 24th letter (PDF, 4 pages, 87 kb) on the Power Function Review process.  Included in today's letter (PDF, 2 pages, 114 kb) is an announcement that the Power Function Review public comment period has been extended through May 20, 2005. This extension will provide interested parties with an opportunity to review and comment on a draft of BPA's Power Function Review closeout letter. In addition, the April 20 technical workshop and April 27 management level discussion will be rescheduled for early May to allow time for parties to review the draft prior to holding close out discussions. Please check this site regularly for updates to the schedule.

December 17, 2004 - Power Function Review Starts in January:  Senior Vice-President of the BPA Power Business Line, Paul Norman, today sent a letter (PDF, 3 pages, 121 kb) to customers, constituents and Tribes announcing the upcoming Power Function Review (PFR), which will begin January 25, 2005. The review will provide interested parties with opportunities to examine, understand and provide input on the cost projections that will form the basis for the FY 2007 wholesale power rate case. A public comment period will be open January 25, 2005 through April 29, 2005. Technical workshops, management discussions and regional public meetings have been scheduled throughout January - April.
