The Office of General Counsel, Office of Inspector General (OIG), Department of Defense is currently looking for an experienced attorney, at the GS-13 to GS-15 level, primarily to support OIG auditors.  This is a full time, permanent position in the Excepted Service, with duty location at the Mark Center, Alexandria, Virginia.
The Office of General Counsel (OGC) is composed of 16 attorneys.  In addition to the General Counsel and Deputy General Counsel, attorneys are organized to support OIG components.  A team of four attorneys primarily supports the OIG Audit component.  This is a fifth attorney position within the Audit and Audit Policy team.

The OGC Audit and Audit Policy team provides primary legal counsel to seven SES positions in the Office of the Deputy Inspector General for Auditing and the Office of the Assistant Inspector General for Audit Policy and Oversight, and their staffs of auditors, as well as providing occasional counsel to the Deputy Inspector General for Intelligence and Special Program Assessments.

In addition to their primary mission, the audit attorneys support requests for assistance from the IG, Principal Deputy IG,  Administration and Management (particularly the Comptroller's office), and the other IG components, especially when questions arise in the areas of contract and fiscal law.

Areas of Practice Examples:
Contracts: Many audits review the application of legal and regulatory standards related to major defense systems.  OIG DoD attorneys assist in determining compliance with standards and/or where standards are inadequate.

Financial Audits: Contracting for audit work and getting DoD components ready to have auditable financial statements is a growing area of practice. Significant monetary amounts and Congressional interest are involved.

Fiscal Law: Numerous laws and regulations limit the use of appropriated funds.  A challenging area of practice is providing timely and practical advice on these standards, both in reviewing the compliance of DoD organizations, as well as the internal actions of the OIG.

Favorable consideration will be given to attorneys who also possess expertise in one or more of the following areas: Ethics, FOIA/Privacy Act, Medical/Healthcare law; Intelligence law and Cyber law.

Extensive Field Support: The OIG DoD has a number of field offices supported by the audit attorneys.  High visibility audits related to military operations in  Afghanistan, and other time-sensitive audits worked by field offices are subject areas where audit attorneys are often called upon for advice and counsel.

Payment of Permanent Change of Station (PCS) costs may be authorized, subject to the provisions of the Joint Travel Regulations.

Other key requirements:

Must possess or be determined eligible to possess and maintain a Top Secret clearance

Must submit a Financial Disclosure Statement

Business travel is 10% of the time
