Mr. Ben Fitzgerald is the country manager for Noetic’s U.S. operations, having established the Washington, DC, office in November 2005. He has broad experience in strategic analysis, having worked with a wide variety of organizations in both Australia and the United States. These organizations include large federal and state government departments, defense and intelligence groups, emergency management services, and large corporations. Much of Mr. Fitzgerald’s early experience was gained working for large technology organizations, helping public sector clients achieve operational outcomes through their use of technology.

    The authors investigate how the full range of law enforcement capabilities available to the U.S. Government has been applied in pursuit of U.S. strategic objectives in Panama, Colombia, and Kosovo. This analysis identifies a number of lessons to be learned about the use of such capabilities (in a holistic sense) in current and future international operations.
