In Theater Medical Care

Non-DoD Federal Civilians:

Civilian employees of Federal agencies (other than DoD) who become ill, contract disease, or are injured or wounded while forward deployed are authorized continued treatment at military treatment facilities (MTF) in theater or, if necessary, air evacuation to an MTF outside the area of operations at the same level and support as the military until medical management disengagement and/or discharge. Non-DoD Federal Civilians are also eligible for routine care in theater on a space-available basis. The MTF will bill the patient's agency at the interagency rate for any treatment received. Upon determination of the employee's Federal Employee Compensation Act (FECA) claim, the agency may seek reimbursement from the patient's health insurance.

DoD Civilians:

DoD civilian employees who are on a Temporary Change in Duty Station or Temporary Duty assignment in Iraq or Afghanistan, in support of the Civilian Expeditionary Workforce Program, and who develop physical or psychological illnesses or injuries while forward deployed in support of U.S. military forces engaged in hostilities are eligible for health care treatment and services, including routine care, at a MTF at the same level and scope provided to military personnel. Care for DoD civilians is provided at no cost to the employee.

Medical Care Outside of Theater

Non-DoD Federal Civilians:

All Non-DoD Federal civilian employees who become ill, contract diseases or are injured or wounded while forward deployed in support of U.S. military forces engaged in hostilities (or other DoD civilian employees overseas), or who wishes to continue treatment of medical services past the point of stabilization, should complete the Non-DoD Federal Civilian Request for Access to MTFs Form and submit their request via e-mail to USD P&R(CPP) at civdeploy@osd.mil.

DoD Civilians:

Deployed civilians who were treated in theater continue to be eligible for treatment in an MTF or private sector medical facility for compensable illnesses, diseases, wounds or injuries under the Department of Labor (DoL) Office of Workers' Compensation (OWC) Programs. This care is provided at no cost to employees. Additionally, deployed DoD civilians who later identify compensable illnesses, diseases, wounds or injuries under the DoL OWC programs are also eligible for treatment in an MTF or private sector medical facility at no cost to them.
