Donald J. Monica, Associate Director, Field Operations

Background Experience/Significant Achievements:

Donald J. Monica has been selected as the Associate Director of the Field Operations Directorate. He previously served as the Acting Associate Director of the Field Operations Directorate and as the Deputy Associate Director of the Field Operations Directorate. 

He began his government career in 1980 with the Immigration and Naturalization Service (INS) and served with INS as an Immigration Inspector, Senior Immigration Inspector, Intelligence Officer, Immigration Examiner, Assistant Officer in Charge, Officer in Charge, and Assistant District Director. His INS duty stations included Toronto, Canada; Champlain, New York; Montreal, Canada; Niagara Falls, New York; Buffalo, New York; Nairobi, Kenya; Philadelphia, Pennsylvania; Moscow, Russia; and Miami, Florida.

Since 2003, Mr. Monica has served with USCIS as the District Director in Chicago, Philadelphia, and Atlanta. Prior to his Headquarter assignment, he served as the USCIS Southeast Regional Director in Orlando, Florida. He has also held several extended temporary assignments at USCIS Headquarters.

Education:

Mr. Monica is a graduate of Cleveland State University and holds an M.A. from the University of St. Michael’s College in Toronto, Canada.
