• Demolition/Disposition - removal of public housing units from the public housing stock by razing, sale or lease (in whole or part).
• Designated Housing - designation of all or a portion of a public housing development for specific resident populations.

• Requesting Technical Assistance:  PHAs may request technical assistance (TA) and consultation from the SAC on their proposed applications, so long as the requests occur prior to a PHA’s submission of an application to HUD.   TA and consultation is also available to residents, their representatives, and the public. To request technical assistance, contact the SAC at 312-353-6236 or send an email to SACTA@hud.gov.
• Total Development Cost (TDC) Information:  To evidence obsolescence for demolition of a project, PHAs must show that the necessary modification and/or rehabilitation to a project is not cost-effective. HUD generally considers modifications not to be cost-effective if costs exceed 62.5% of TDC for elevator structures and 57.14% for other types of structures.  HUD will consider the TDC Notice in effect on the date of application submission in determining if the project meets this criteria.  Recent TDC notices include PIH 2008-47 (HA) and PIH 2010-20 (HA).  HUD has also posted information on TDC costs limits at 2010 Unit TDC Limits and 2011 Unit  TDC Limits.

• Impact on Operating Funds & Asset Repositioning Fee:  Units and other property removed from the PHA’s public housing stock are no longer eligible to receive Operating Funds assistance, but the PHA may be eligible to receive an asset-repositioning fee pursuant to 24 CFR 990.190. See Notice PIH 2011-18 for detailed guidance on the Asset-Repositioning Fee pursuant to 24 CFR § 990.190(h) and Guidance on Re-occupying Public Housing Units Proposed or Approved for Demolition, Disposition, or Transition to Homeownership.
• Impact on Capital Funds and Replacement Factor Funds:  Units and other property removed from the PHA’s public housing stock are no longer eligible to receive standard Capital Funds assistance, but the PHA may be eligible to receive replacement housing factor (RHF) funds pursuant to 24 CFR § 905.10(i). RHF funds are Capital Fund Grants that are awarded to PHAs that have removed units from their public housing inventories.  HUD provides RHF funds to PHAs for the sole purpose of developing new public housing units.
• Tenant-Protection & Replacement Housing Vouchers:  PHAs may apply to HUD for housing choice vouchers for units(occupied within the previous 24 months) that have been approved by HUD for removal (e.g. disposition, demolition, homeownership, conversion).  HUD will issue the applying PHA the requested vouchers subject only to the availability of funds.  PHAs may use the allocation of vouchers for tenant relocation and/or other replacement housing.  If a PHA is interested in applying for these vouchers, after receiving HUD approval of a removal action, it should submit an application to its local HUD Office of Public Housing in accordance with the requirements of PIH Notice 2011-27. HUD does not require PHAs to apply for vouchers. 
• Declaration of Trust (DOT) and Annual Contributions Contract (ACC) requirements:  HUD requires that all public housing property have a current Declaration of Trust (DOT) of record and requires all public housing property to be under an Annual Contributions Contact (ACC) with HUD.  PIH Notice 2011-61 indefinitely extended PIH Notice 2010-44 provides detailed guidance to PHAs and HUD Field Offices of Public Housing and Field Counsel on DOTs and adding and removing units from the ACC (and PIC) based on HUD approvals.  See also Terminating Developments under IMS/PIC Inventory Removals on this page.
