The U.S. Embassy in Kabul is seeking an individual for the position of Accountant Technician with the International Narcotics and Law Enforcement Affairs (INL) section. 

BASIC FUNCTION OF THE POSITION:

The incumbent is expected to maintain accounting records for all INL program budget allotments. The duties include; review of various commitment and obligation documents to ensure completeness of data, accuracy of computation, appropriateness of monetary data and validity of accounting classification, maintains and periodically reviews, reconciles and balances official accounting records for all INL Post-held allotments.

QUALIFICATIONS REQUIRED

NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

Education: One year of college studies in finance or business administration is required.
Experience: Two years of accounting or closely related accounting experience with UN, NGO, or a Western Embassy is required.
Language: Level III (good working knowledge) Speaking/Reading English and level 4 (fluent) Speaking/Reading Dari is required.
Knowledge: Good knowledge of standardized bookkeeping and accounting procedures, processes and format, and of the purpose and use of accounting documents (such as obligation, invoices, and disbursements) to maintain and reconcile accounting records in the accounting system is required. Must have good knowledge of accounting terminology, codes necessary to classify transactions in an automated system or similar to State Department and associated agencies’ accounting procedures and regulations.
Abilities and Skills: Good knowledge of Microsoft Office suite is required.

SELECTION PROCESS

When equally qualified, U.S. Citizen Eligible Family Members (AEFMs) and U.S. Veterans will be given preference.  Therefore, it is essential that the candidate address the required qualifications above in the application.

*DEFINITIONS
Ordinarily Resident (OR): A citizen of the host country or a citizen of another country who has shifted the main residency focus to the host country and has the required work and/or residency permits for employment in country.
Not-Ordinarily Resident (NOR): Typically NORs are U.S. Citizen EFMs and EFMs of FS, GS, and uniformed service members who are eligible for employment under an American USG pay plan, on the travel orders and under Chief of Mission authority, or other personnel having diplomatic privileges and immunities.
