The Hubert H. Humphrey Fellowship Program

New Information Coming Soon for the 2014-2015 Academic Year

The Hubert H. Humphrey Program provides ten months of non-degree academic study and related professional experiences in the United States.  Because the Humphrey Program does not offer a degree, Fellows design and implement individualized programs to acquire career-related knowledge, interact with colleagues and gain professional experience, including arrangements for a six-week professional affiliation.  Humphrey Fellows are selected based on their potential for leadership and their commitment to public service in either the public or the private sector. The program offers valuable opportunities for leadership development and for professional involvement with Americans and with counterparts from many nations.  Fellows receive a tuition scholarship for their coursework and a monthly stipend to cover living expenses at their host institution.  Fellows also receive roundtrip transportation and health insurance.

Professional Fields

Humphrey Fellowships are awarded competitively to candidates who are mid-career professionals in many fields, among them:

  • agricultural development/agriculture economics;
  • communications/journalism;
  • substance abuse education, treatment, and prevention;
  • economic development/finance and banking;
  • educational administration, planning, and policy;
  • HIV/AIDS policy and prevention;
  • human resources management;
  • law and human rights;
  • natural resources, environmental policy, and climate change;
  • public health policy and management;
  • public policy analysis and public administration;
  • teaching of English as a foreign language;
  • technology policy and management;
  • trafficking in persons—policy and prevention; and
  • urban and regional planning.

How To Apply:

Interested applicants should apply to the Public Affairs Section of the U.S. Embassy via the following link. Nominated applicants are then reviewed in the United States by independent review committees, who then recommend finalists to the J. William Fulbright Foreign Scholarship Board.
