International Narcotics and Law Enforcement Affairs
The INL section covers a broad range of issues in the law enforcement sector spanning justice and corrections, rule of law, counternarcotics, women’s issues and police training. The section has responsibility for almost 20 percent of the U.S. government’s development budget for Afghanistan, and utilizes wide-ranging programs to assist the Government of the Islamic Republic of Afghanistan.
In the justice sector, INL focuses on extensive training and mentoring programs for prosecutors, judges and corrections officials, and supports many of Afghanistan’s specially vetted investigative units. In corrections, INL has the lead in assisting the Afghanistan Central Prison Directorate (CPD) with prison reform measures, and has trained over 90 percent of Afghanistan’s prison staff. NATO’s Training Mission is in the process of assuming responsibility for the police training program over the short- to mid-term, but INL continues to provide mentoring to Afghan National Police and Afghan National Civil Order Police recruits, specialized women’s police forces and Family Response Units in conjunction with the Ministry of the Interior.
Beyond training, INL provides material and operational support and assists with construction projects throughout Afghanistan, in particular prisons, detention centers and justice centers, ensuring that prisons are now built in accordance with international standards which consider the welfare and well-being of staff and inmates. This includes the construction of a justice center in Parwan that will enable the U.S. military to transfer detainees into the Afghan justice system.
INL supports Afghan incentive programs to curb poppy cultivation along with approximately 75 percent of the country’s drug rehabilitation centers. In the drug demand reduction arena, INL also conducts robust counternarcotics and anti-drug public awareness campaigns to reduce drug usage, stop the initiation of use and lessen drug-related violence, criminal activity and disease. Additionally, INL funds domestic violence shelters and works with the Ministry of Women’s Affairs.
