ICE arrests former member of Philippine National Police
Glenn Galapon Dumlao is pending extradition to face murder charges in the Philippines

NEW YORK, N.Y. - U.S. Immigration and Customs Enforcement (ICE) special agents arrested Glenn Galapon Dumlao, 45, a former senior member of the Philippine National Police who is wanted in his home country for a double homicide. Peter J. Smith, Special Agent in Charge of U.S. ICE, office of Investigations in New York and Benton J. Campbell, United States Attorney for the Eastern District of New York, announced today, Dumlao was arrested yesterday at his home in Patchogue, Long Island.

The arrest was based on a compliant for his surrender to the Philippines pursuant to a provisional arrest warrant seeking his extradition to the Republic of the Philippines to face murder charges.

The extradition complaint charges Glenn Galapon Dumlao, co-defendants Cezar Ochoco Mancao II, Michael Aquino, and others with double murder. A warrant for the arrest of Glenn Galapon Dumlao was issued on October 24, 2007, and reaffirmed by the Regional Trial Court (Branch 18) of Manila.

According to documents filed with the court, Glenn Galapon Dumlao, who was residing in Patchogue, Long Island is a former member of the Philippine National Police (PNP) and the Presidential Anti-Organized Crime Task Force (PAOCTF). A PAOCTF Task Group was formed in Luzon, Visayas and Mindanao, in the Philippines. Each Task Group operated through three divisions: Dumlao was Deputy Chief of Operations, Mancao was the head of the PAOCTF Task Group-Luzon; Aquino was the Chief of its Operations Division. The complaint alleges that on the morning of November 24, 2000, Salvador Dacer, a well-known public relations practitioner, and his driver, Emmanuel Corbito, were abducted at the intersection of Zobel Roxas St. and Osmeña Highway in Manila, Philippines. The abductors headed towards the town of Dasmariñas, Cavite. At approximately 8:00 p.m. that evening, Dacer and Corbito were brought to a creek in Barangay Buna Lejos, Indang, Cavite, where they were killed by strangulation. The bodies of Dacer and Corbito were then placed upon a heap of collected wood and tires, doused with gasoline, and burned. The charred remains of Dacer and Corbito were later found in the creek of Barangay Buna Lejos, Indang, Cavite.

This extradition matter is being handled by Assistant United States Attorney, Christopher A. Ott of the Eastern District of New York.
