Guam Monitoring Unit is Closed Until Further Notice

Complete applications for a Merchant Mariner Credentials must be submitted through a field office.  You may submit your application electronically, by mail, or in person with an appointment.

RECs are your first stop toward obtaining a Merchant Mariner Credentials (MMC), Certificates of Registry, and STCW forms. RECs pre-screen applications, administer examinations, and conduct oversight of approved courses.
