Drug Testing Program Requirements
 

A drug test is required for all transactions EXCEPT modifications (increases of scope), duplicates, and International Endorsements (STCW).

First Time Applying:
 

If this is your first time applying for a credential you must do one of the following:

  1. Must take a SAMHSA drug test, or
  2. Be in a US Coast Guard Approved Drug Testing Program (See Requirements)
  • Active duty military personnel can provide a letter from their Command stating that they are subject to a "random drug testing".
  • If you do NOT have a SAMSHA drug test you will be rejected.

Current MMC Holders:
 

If you currently hold a credential you MUST follow one of these three options:

  • Option I
    • Take a drug test conducted within the past 185 days by a laboratory accredited by Substance Abuse and Mental Health Services Administration (SAMHSA). .
  • Option II
    • In accordance with 46 CFR 16.220(c)(2), An ORIGINAL DATED letter on marine employer or drug test consortium stationary or for military members, an ORIGINAL DATED letter from your command on command letterhead attesting to participation in random drug testing programs.
  • Option III
    • In accordance with 46 CFR 16.220(c)(1), an ORIGINAL DATED letter on marine employer stationary signed by a company official, stating that you have passed a pre-employment or random chemical test for dangerous drugs within the past 185 days.
Medical Review Officers (MRO):
 

The MRO must verify test accuracy, and chain-of-custody of the specimen and must be certified in the field.

There are currently two MRO companies that are approved by the US Coast Guard.

Drug Testing Requirements:
 

A drug test is required for all transactions EXCEPT endorsements, duplicates, and STCW certificates. ONLY a DOT 5 Panel (SAMHSA 5 Panel, formerly NIDA 5), testing for Marijuana, Cocaine, Opiates, Phencyclidine, and Amphetamines will be accepted.

Step 1: Use CG-719P US Coast Guard approved form to apply for the drug test.

Step 2: Locate a Collection Point that will send your sample to a SAMSHA approved MRO.

Step 3: Please include all documentation in your application package when applying for a credential.
