USAID/Ghana's programs enhance civic participation in democratic processes and ensure that national and local governments are responsive to the interests of its citizens. Emphasis is placed on decentralization to improve health care and education services and to increase access to economic growth opportunities.

Countries with ineffective government, corruption, and weak rule of law have a 30 to 45 percent higher risk of civil war and criminal violence.

Results

1,022 people trained in fiscal and management skills to strengthen local government
Fiscal and management skills provide planning, management, and accounting to promote better governance and are essential for decentralization. Decentralization is an important way for the government to allow decision-making to be closer to its citizens.
17 subnational entities improved their performance

Subnational entities refer to government units that are administratively responsible for a specific subarea within a country's territory. By improving their quantity, quality, and management of resources, these entities ensure the long-term sustainability of service delivery.

12 mechanisms supported for citizen engagement with regional or local governments

These local mechanisms include hearings, open meetings, websites, report cards, and citizen review boards. Local government is essentially a service operation. As such, transparency and openness by the local government administration to citizen inputs, expressed priorities, and “street” accountability are essential elements of democratic local self-governance.

5 subnational entities increased their annual own-source revenues

Own-source revenues are revenues derived from taxes and fees. These are important for local government resources to address the needs of the local population.
