COMMERCIAL SATELLITE SERVICE

DESCRIPTION


The Commercial Satellite Service (CSS) utilizes a number of different satellite services to provide warfighters with worldwide access and GIG connectivity for diversity, redundancy and availability. DISA is the DoD’s only authorized service provider for commercial fixed satellite services and mobile satellite services, and serves as an advocate for the use of commercial satellite communications in order to increase the availability and flexibility of military communications.

CSS allows for the lease or acquisition of terminals, teleports, landlines, Operations and Maintenance (O&M) support, host-nation support and approvals (e.g., negotiation support services, host-nation approvals, landing rights, frequency clearance, terminal registration, licenses, authorization to operate the terminals), engineering and any other communications resource that a customer requires providing for a true end-to-end, turnkey solution.

Warfighters are provided with access to SBU IP Data, Secret IP Network Data, TS/SCI IP Data, SBU Voice and Multilevel Secure Voice to meet their voice and data requirements. 

Transponded Capacity

The Transponded Capacity service category offers dedicated satellite bandwidth and power in any commercially available frequency band via General Services Administration (GSA) Information Technology Schedule 70 Special Item Number (SIN) 132-54. COMSATCOM Transponded Capacity services include:

  • Global Satellite Bandwidth Leases
  • Host Nation Agreements (HNA)
  • Limited Monitoring and Control


Subscription Services

Pre-existing, pre-engineered Fixed Satellite Services (FSS) or Mobile Satellite Services (MSS) are typically billed on a per usage (e.g., minute, MB, etc.) basis and ordered through GSA IT Schedule 70 SIN 132-55, http://www.gsa.gov/satserv.

MSS offerings include INMARSAT, which comprises IP-based Broadband Global Area Network (BGAN), Fleet Broadband (for maritime communications), and Swift Broadband (for aeronautical communications) services, as well as a range of legacy services. INMARSAT services are available through service- and customer-specific Blanket Purchase Agreements (BPAs) available through GSA IT Schedule 70 SIN 132-55. Each BPA is awarded to a single vendor. Each BPA vendor will provide ongoing customer technical support for all services ordered through that BPA.

COMSATCOM Subscription Services include:

  • FSS Managed Services
  • MSS Managed Services
  • INMARSAT MSS includes BGAN, Fleet Broadband (maritime), Swift Broadband (aeronautical), and INMARSAT legacy services


End-to-End Solutions

Customer defined, End-to-End solutions, consisting of a combination of bandwidth, teleport access, terminals, terrestrial tail circuits, network management, and engineering services via GSA Custom Satellite Solutions–Small Business (CS2-SB) and CS2 Full and Open, http://www.gsa.gov/satserv.

COMSATCOM End-to-End Solutions services may include any combination of the following COMSATCOM service components:

  • Global Satellite Bandwidth Leases
  • COMSATCOM Subscription Services
  • Leased/Purchased Earth Terminals and associated Airtime Services
  • Global on-Site Earth Terminal Operations and Maintenance
  • Commercial Teleport Services
  • U.S. and Foreign Bandwidth and Terminal Licenses and Approval
  • Terrestrial Interconnection Services and Support Satellite Service
  • Host Nation Agreement (HNA)/Negotiation Support
  • Systems Engineering Support
  • First Right of Refusals and Guaranteed Reservations
  • DISN Common-User Hub Services
  • Multiple Location Turnkey Satellite Systems

Transponded Capacity Features

  • Dedicated bandwidth and power on a communications satellite in any available COMSATCOM frequency band, including, but not limited to, L-, S-, C-, X-, Ku-, extended Ku-, Ka-, and Ultra High Frequency (UHF).
  • Includes all services necessary to allow the customer to use the FSS, including: limited engineering (e.g., development of link budgets, transmission plans); basic customer training (e.g., acquiring satellite signal, peak and polarization); core management and control of the transponded capacity; and required approvals (e.g., frequency clearances, landing rights).
  • HNAs will be priced separately when required.


Subscription Services Features

  • Shared or or dedicated satellite resources, ancillary terrestrial components, and Contractor specified networks and equipment, in any available COMSATCOM frequency band, including, but not limited to, L-, S-, C-, X-, Ku-, extended Ku, Ka-, and UHF.

End-To-End Solutions Features

  • COMSATCOM networks, engineering, or other solutions tailored to meet specific customer needs. These services are available via GSA Custom CS2-SB and CS2 Full and Open.
