eNOI SearchVessels eNOI Search - EPA has posted all vessel NOIs submitted by vessel owners and operators. Use this page to search, sort and view your NOI. Results from this search reflect real time data.
Batch Submission for NOIsFor those users who have numerous vessels and must submit a significant number of NOIs at the same time, EPA has created a batch upload spreadsheet to assist you. This batch upload feature is a template designed with Microsoft Excel 2003. This function may save time for those users who have numerous vessels and who already have much of the data needed gathered in existing databases. The batch upload tool, and instructions on how to use this tool, are included below. For those users who do not have significant numbers of vessels, or which do not already have much of the information needed gathered in an existing database, the standard eNOI interface may be a more efficient approach to apply for coverage under the VGP.
Transfer of OwnershipTo transfer ownership of a vessel NOI, please follow the instructions for transferring ownership below. EPA recommends allowing the new NOI that is submitted become active prior to terminating the existing NOIs for the vessels. Please note that NOTs are required to be submitted within 30 days after one or more of the conditions in Part 1.6.1.2 (PDF) (165 pp, 1.75MB) of the permit have been met. Gaining Access to the eNOI SystemTo apply for coverage under EPA's VGP as a first time user, you must first register to gain access to use eNOI. See Registering for eNOI (PDF) (3 pp, 646K) to learn how to begin this process. Owners and operators of vessels can apply for coverage under the VGP via the eNOI system. Certifying eNOI ApplicationsFederal regulations require that a responsible corporate officer, principle executive, or ranking elected official (for government organizations) certify the Notice of Intent (NOI) forms. Frequently Asked Questions
Who must submit an NOI?If your vessel is greater than or equal to 300 gross tons or the vessel has the capacity to hold or discharge more than 8 cubic meters (2113 gallons) of ballast water, you must submit a complete and accurate NOI in accordance with the requirements of Part 10 (PDF) (165 pp, 1.75MB) of the VGP by September 19, 2009 if you seek coverage under the VGP. However, if your vessel is less than 300 gross tons and your vessel does not have the capacity to hold or discharge more than 8 cubic meters (2113 gallons) of ballast water, you do not need to submit an NOI; you automatically receive coverage under this permit and are authorized to discharge in accordance with the conditions set forth within. Additionally, all vessels (commercial fishing vessels of any size and non-recreational vessels less than 79 feet) with ballast water discharges are required to submit an NOI for the ballast water discharge only.
Will I receive acknowledgment that my NOI was received and granted?If the NOI is submitted electronically, the system will provide an e-mail confirmation to the certifying official that the NOI was received. EPA will provide separate notification within 30 days whether coverage has been granted or if further review is required. The status of a pending NOI can also be viewed on the eNOI system by clicking here. If the NOI is submitted in paper form, EPA will not provide confirmation of receipt. EPA will only provide a notification of whether coverage has been granted or if further review is required. Once processed, the NOI can be viewed on the eNOI system by clicking here.
For what reason should an owner/operator modify a NOI?Vessel owner/operators should modify the NOI if the vessel name, ID, call sign, flag state/port of registry, or discharge information changes. You are not required to modify any other information in the existing NOI. If the vessel owner/operator changes, then you are required to complete a transfer of ownership.
Who must submit a Notice of Termination (NOT)?Any owner/operator who was required to submit an NOI (see above) and meets the conditions of Part 1.6.1.2 (PDF) (165 pp, 1.75MB) of the Vessel General Permit is required to submit an NOT to terminate coverage under this permit. NOTs can be filed through the eNOI system.
