New Approaches Needed in Managing FAA’s Hazardous Materials Program

Summary

We issued our report on FAA’s HAZMAT Program. We found that FAA needs to implement new approaches to managing its HAZMAT Program by: (1) conducting covert tests to evaluate air carriers’ compliance with HAZMAT regulations; (2) reshaping the cumbersome legal process for administering enforcement cases; (3) forging a more effective working relationship with the Transportation Security Administration;(TSA) to prevent unauthorized HAZMAT from being carried on board passenger aircraft; and (4) working with DOT’s Research and Special Programs Administration to resolve differences on when HAZMAT is safe for shipment by air. FAA and DOT agreed with the recommendations in our draft report, and are implementing corrective actions. The final report included an additional recommendation that FAA develop and implement a covert testing program.
