Web Browser/Encryption Frequently Asked Questions


Q: What are the technical requirements to use the RPRS website?

A:  Our website has been designed to support multiple browsers and has been tested with Netscape Navigator versions 6.0 and above, IE 5.5 and above.

PDF documents require Acrobat Reader; we recommend Reader version 4 or above.

JavaScript and cookies are required.

Our web applications require a 128-bit encrypted browser for security reasons.

Q: What is encryption and why do I need it?

A:  Encryption is the process of converting data into a secure format for transmission. Encryption scrambles data that is sent from RPRS to you. Your browser must be capable of decrypting, or unscrambling, the data. To do this, you will need a 128-bit capable browser.

Browsers with 128-bit encryption provide the best protection when transmitting confidential data over the Internet. You must update your browser to 128-bit encryption or you will not be able to use some areas of the RPRS website.

Q: Why am I not able to download application attachments (study proposals and peer reviews)?

A:  One possibility is your web browser may need the latest patches. (If you are unsure of what browser you have see How do I know what browser I 'm using ). If you are using Microsoft Internet Explorer and you are experiencing any of the following:
  • When you try to download a file with Internet Explorer, you receive the following error message: "Internet Explorer cannot download FileName from WebServer."

  • When you try to download a file with Internet Explorer, you recieve the following error message: "Cannot find file C:\Documents and Settings\pc\Local Settings\Temporary Internet Files\Content.IE5\[1].txt file."


All of the above are the result of a bug in Microsoft 's Internet Explorer. You can check to see if this bug is affecting you by looking at what patches you have installed:
  • 1) From the top menu of an Internet Explorer window. Left click the "help" menu.
  • 2) From the drop down menu under "help" , left click "About Internet Explorer" . This will open a window titled "About Internet Explorer"
  • 3) In the "About Internet Explorer" window find the line that starts with the words "Update Versions" . This shows all the patches that have been applied to your computer.
  • 4) Within the list of patches, look for SP1. If this patch is not present you will need to download. If you have SP1 in you list, skip to step number seven.
  • 5) After you click on the link, choose the "Open" option and follow the instructions. This will install the service pack for IE6
  • 6) Follow the steps 1-3 again to look at your browser 's patches
  • 7) Within the list of patches, look for patch number Q816868. If this patch is not present you will need to download IE Q816868 patch
  • Once you have downloaded IE Q816868 patch , double click the Q816868.exe to install
  • After the patch is finished running, close any browser window you have open.
  • Open a new Internet Explorer browser window and try to download application attachments.
