System Acquisition

The Defense Acquisition System is the management process that guides all DoD acquisition programs. DoD Directive 5000.01, The Defense Acquisition System, provides the policies and principles that govern the defense acquisition system. DoD Instruction 5000.02, Operation of the Defense Acquisition System, in turn establishes the management framework that implements these policies and principles. The Defense Acquisition Management Framework provides an event-based process where acquisition programs proceed through a series of milestones associated with significant program phases. Details on the milestones and program phases are found in section 3 of the instruction. The instruction also identifies the specific statutory and regulatory reports and other information requirements for each milestone and decision point.

Business System Acquisition

An approved business need that requires a materiel solution shall be divided into discrete, fully-funded, and manageable increments to facilitate development and implementation. Each increment shall be a useful and supportable operational capability that can be developed, tested, produced, deployed, and sustained. The principles of BCL can apply at the increment and at the release level. Thus, there may be multiple releases within an increment. Multiple increments may also be approved concurrently if they have well defined and approved requirements, are fully funded, have appropriate entrance and exit criteria, and the MDA’s Authorization to Proceed (ATP) is documented in an Acquisition Decision Memorandum (ADM).

In either MDID, scroll up and down to see all of the list of required documents. A checkmark in the same row as a document title indicates the document is required: the column the checkmark is in indicates at which milestone the document is required.

Click a document title to read its definition and to browse guidance and references.

On the right side of the page, select any of the controls to filter the list. Options include filter by Acquisition Category (ACAT), and filter by milestone.
