Broad Agency Announcement (BAA)
The purpose of the BAA is to request proposals for special projects and programs associated with the Agency's strategic plan and mission goals, as well as to provide the general public with information and guidelines on how NOAA will select proposals and administer discretionary Federal assistance under this BAA. This BAA is a mechanism to encourage research, education and outreach, innovative projects, or sponsorships that are not addressed through our competitive discretionary programs. It is not a mechanism for awarding Congressionally directed funds.
NOTE: The BAA is not intended to circumvent the regular program competitions that are announced either through the Omnibus notice or individual notices.

Marine Education and Training Mini-Grants Program
The National Marine Fisheries Service (NOAA/NMFS) Marine Education and Training Mini-Grants Program is a competitive grant program that supports projects to improve communication, education, and training on marine resource issues throughout the region and increase scientific education for marine-related professions among coastal community residents, including indigenous Pacific islanders, Native Hawaiians and other underrepresented groups in the region.

Pacific Islands Region Marine National Monument Program
The National Marine Fisheries Service (NMFS) Pacific Islands Region Marine National Monument Program support projects that serve to preserve and protect the resources in the various Marine National Monuments throughout the Pacific Islands Region. The Marianas Trench, Rose Atoll, the Pacific Remote Islands Marine National Monument and Papahanaumokuakea Marine National Monument make up the Pacific Islands Region Marine National Monuments. This program supports grants that will guide management to preserve and protect the resources in these isolated locations. NOAA is soliciting proposals for projects to fulfill the objectives of the Proclamations and MNM management goals.

Pacific Islands Region Marine Turtle Management Program
The National Marine Fisheries Service (NMFS) Pacific Islands Region Marine Turtle Management Program is a competitive grant program that funds conservation, protection, or management actions supporting recovery of Endangered Species Act (ESA) listed sea turtle species occurring within the Pacific Islands Region (PIR) or aggregations that may be shared between the PIR and other Pacific nations. NMFS considers internationally-based projects targeting sea turtle populations that originate from the Western and Central Pacific Ocean (i.e., from areas outside U.S. jurisdiction) but which migrate through or forage within the PIR and are impacted by PIR activities managed by NMFS, as well as projects that are otherwise relevant to NMFS management and recovery obligations.
The PIR is comprised of the exclusive economic zones (EEZs) adjacent to the State of Hawaii, U.S. territories of American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands (CNMI), and the U.S. Pacific Remote Island Areas (PRIAs) of Jarvis, Johnston, Wake, Howland and Baker Islands, Kingman Reef, and Palmyra and Midway Atolls. Sea turtle species with documented linkages to the PIR include: leatherback (Dermochelys coriacea), hawksbill (Eretmochelys imbricata), North and South Pacific loggerhead (Caretta caretta) Distinct Population Segments, green (Chelonia mydas), and olive ridley (Lepidochelys olivacea).

Partnerships for the Marine Mammal Response and Hawaiian Monk Seal Recovery Program
