Federal legislation provided yearly RFS volume requirements for each renewable fuel category. EPA updates volume requirements each year based on fuel availability. In 2010 and 2011, renewable fuel consumption exceeded EISA and EPA requirements due to favorable market conditions for corn ethanol.
