Collaborative Opportunities

ONR Global staff conducts three programs to promote liaisons with international scientists, to investigate basic science efforts pursued by ONR, and to support collaboration among international investigators with U.S. academic, industrial and governmental laboratories.

Visiting Scientist Program (VSP)

VSP is designed to facilitate visits by foreign technologists with Department of the Navy counterparts for the purpose of collaboration.  The visits are typically to the United States, but can be to non-U.S. activities of special interest to the Department of the Navy science and technology community. Along with Liaison Visits, the Science & Technology Insertion Program is part of the process to develop international collaborations.

Conference Support Program (CSP)

CSP is the third step and it is intended for creating collaboration with the U.S. Navy Science and Technology community. The program provides support for international conferences and workshops for the Department of the Navy's science and technology community to involve ONR, and where appropriate, influence the science and technology investments outside of the U.S.

Naval International Cooperative Opportunities in Science and Technology Program (NICOP)

NICOP is the final step where international investigators team with U.S. academic, industrial or governmental laboratories.The relationships are designed to maximize a win-win relationship for each nation's individual programs while supporting the Department of the Navy's science and technology needs. Funds are provided to the foreign entity jointly by ONR Global and a U.S. funding sponsor for periods of up to three years.

Global Offices

Science and discovery offers new directions to address global demands and provide the cutting edge for U.S. naval forces. To identify those promising technologies the Office of Naval Research, (ONR) Headquartered in Arlington, Virginia, Headquartered in Arlington, Virginia, established offices around the world. The first international office was located in London and now serves as the HQs of ONR Global and is responsible for assessing science and technology in Europe and Africa.

In 1967, ONR opened a satellite office in Tokyo, now responsible to assess science and technology throughout the East Asia Pacific region. New offices in Singapore; Melbourne, Australia; and, the latest to open, in Santiago, Chile, responsible for the Latin-American region provide ONR Global offices headquarters a collective portal into international science and technology for the Department of the Navy.

The opening of the Office of Naval Research’s Prague office in February 2010 establishes a regional presence for the U.S. Navy and Marine Corps within Eastern Europe’s international science and technology community. Staffed by four people, it will promote collaboration at an open-source, unclassified level with scientists in the Czech Republic and Central and Eastern Europe.

Together, U.S. and Czech scientists will partner to identify and pursue technology-based defense needs and solutions. They will also enhance ONR's ability grow the basic research capacity to deliver the S&T necessary to maintain a technological edge for Navy and Marine Corps, as well as U.S. allies. Additionally, Prague provides a relationship-enhancing geographic base for collaboration with researchers in the Czech Republic and throughout the region.
