Conceptual Overview of the License Verification Process

The License Verification System (LVS) will use a process based on the following steps, as illustrated by the conceptual diagram below:

  1. An authorized customer requests X curies of Cobalt-60 (Co-60) from an authorized supplier and provides a copy of its license, as required by Title 10, Section 30.41, of the Code of Federal Regulations (10 CFR 30.41), “Transfer of Byproduct Material,” or the Agreement State equivalent;
  2. The authorized supplier submits specific information gathered from the customer’s license to LVS in order to verify the official copy of the customer’s license.
  3. LVS queries the Web-Based Licensing (WBL) System to obtain the requested license image.
  4. WBL displays the license image, and provides information on Category 1 and 2 possession limits (if applicable).
  5. LVS queries the National Source Tracking System (NSTS) for information on total Category 1 and 2 Co-60 sources possessed by the customer (if applicable).
  6. NSTS returns information on the total Co-60 Category 1 and 2 sources possessed by the customer (if applicable).
  7. LVS displays the official license image and notifies the supplier  to contact the regulator if the total inventory of Category 1 or 2 Co-60 sources is close to the maximum possession limit (if applicable).
  8. The authorized supplier completes the transfer after verifying the license in LVS and ensuring that the transfer will not exceed the licensee’s Category 1 or 2 possession limit.
