NON-FEDERAL SPONSOR: Clover Fork (Yokum Creek) & Harlan County – Judge Grieshop, the City of Cumberland – Mayor Hatfield
BACKGROUND: The Harlan County Section 202 Project has three distinct geographical areas; the City of Cumberland, Clover Fork (including Yokum Creek), and the remainder of the County. Funding, for these cost share projects has historically been provided by congressional adds, no additional funds were provided in FY 2011 or FY 2012, as a result current nonstructural measures are being carried out based on current funds available and projected early 2013 for all three projects.
· City of Cumberland – The City of Cumberland Project addresses structural and nonstructural flood control measures, as per the Water Resources Development Act (WRDA) of 2000, in Cumberland, Ky. These measures include channel widening of Poor Fork and Looney Creek, bridge modifications, and nonstructural measures. The fully funded cost of the project was estimated at $31.6 million, and the PCA was executed in July 2005. Construction on both the Billips Avenue Bridge and the Bridge Street Bridge is complete and the bridges are open to traffic. The remaining funds will allow for the acquisition of 5 to 6 structures along Main Street.
· Clover Fork – The Clover Fork project consists of nonstructural measures along approximately 19 miles of the Clover Fork River upstream of Harlan, Ky. with a total project cost of about $50 million. The PCA for this project was executed in April 2000. To date 397 participation agreements have been signed, 379 total eligible structures have been identified, and 290 structures have been raised in place, flood-proofed, or demolished and replaced. There are currently 89 eligible structures remaining in the Clover Fork project. The remaining funds will allow for the acquisition of 3 to 5 structures in the Yokum Creek area.
· Harlan County – The Harlan County project consist s of nonstructural measures in Harlan County, Ky. outside of areas previously addressed (the City of Cumberland and Clover Fork). To date, 277 participation agreements out of 415 eligible structures to flood-proof have been signed, 117 structures have been raised in place, flood-proofed, or demolished and replaced. An additional 184 structures are being processed. The total project cost in the DPR is estimated at $46.1 million. The remaining funds will allow for the acquisition of 1 to 2 structures.
