NRL's Commanding Officer (CO) and Director of Research (DOR) share executive management responsibility for the Laboratory. By Navy requirement, the CO is responsible for overall Laboratory management and the usual functions of command, including legal and regulatory compliance, interacting with other military activities, and generally supervising the technical work and support services.

The CO delegates line authority to the DOR to plan, conduct and staff the Laboratory's technical program; liaise with the scientific community; select subordinate technical personnel; exchange technical information; and effectively execute NRL's mission.

The operating staffs in the Executive Directorate provide assistance in their special fields to the CO, the DOR and the Laboratory in general.
