Office of Information Services

Director: James Flanagan
Deputy Director: Mary Givvines

Plans, directs, and oversees the delivery of centralized information technology (IT) infrastructure, applications, and information management (IM) services, and the development and implementation of IT and IM plans, architecture, and policies to support the mission, goals, and priorities of the agency. Advances the achievement of NRC's mission by assisting management in recognizing where IT can add value while transforming or supporting agency operations.

Provides principal advice and assistance to the Chairman, the Commissioners, the EDO, Deputy Executive Director for Information Services and Administration, and other agency executives to ensure that agency IT and IM resources are selected and managed in a manner that maximizes their value to accomplishment of the agency's mission and manages risks. Directs and coordinates agency-wide information resources planning. Coordinates development and annual update of OIS-related information in the NRC Strategic Plan, directs the agency's IT Capital Planning and Investment Control Process, and coordinates the activities of the IT Business Council charged with reviewing the business case for major information technology initiatives and providing office input on OIS plans, policy, and standards. Develops coordinated responses to Commission, OMB, and congressional inquiries, and coordinates activities associated with NRC's participation in the Federal CIO Council. Coordinates the development and update of agency-wide information resources management policy. Provides authoritative assistance, consultation, and guidance to senior agency management in the area of computer security and compliance.

The OIS provides advice and oversight to ensure the NRC complies with Best Practices and applicable Federal Laws and regulation. These laws and regulations include the Clinger-Cohen Act, the Government Paperwork Reduction Act, and the Federal Information Security Act.

In addition, the OIS Director, as delegated by the CIO, has the authority to carry out the roles and responsibilities as NRC's Senior Agency Official for Privacy, having overall responsibility and accountability for ensuring NRC's implementation of information privacy protections, including the NRC's full compliance with Federal laws, regulations, and policies relating to information privacy.

Program Management, Policy Development, and Analysis Staff

Director: Hong Le (Acting)
Deputy Director: David Cullison

Provides focus and management attention on major programs and issues, and assists in the development of office policy. Provides direction and coordination of strategic planning, administrative and financial support functions that include: long-range and short-range program planning, budget development, financial management, performance monitoring, internal control reviews, human resource analysis, resource control, and administrative services such as facilities management and other general administrative matters. Reviews and recommends general administrative procedures. Formulates coordinated responses to the Commission, Office of Management and Budget (OMB), and Congress regarding office-wide initiatives, such as the budget and Office of Information Services (OIS) and Computer Security Office (CSO) special projects.

Financial and Performance Management Branch

Chief: (Vacant)

Provides direction and coordination of strategic planning and short-range resource planning and forecasting, budget development, budget execution and support of agency goals. Coordinates the annual OIS and CSO budget submission. Provides analysis of cost management and performance management data. Provides central coordination of OMB Circular A-11 Information Technology (IT) exhibits, including the OMB Exhibit 53 (Agency IT Resources). Coordinates the execution of the office's financial resources, including approval of funds certification and requests for resources reprogrammings and transfers. Manages and coordinates OIS and CSO quarterly budget execution reviews. Manages and coordinates the annual development and quarterly updates of the OIS and CSO Operating Plan. Provides acquisition planning support, including liaison function to the Division of Contracts, Office of Administration. Manages the Internal Management Control Program, conducts program evaluations, and serves as point of contact for Office of the Inspector General and Government Accountability Office audits.

Human Capital and Corporate Support Branch

Chief: (Vacant)

Provides direction and coordination of OIS and CSO program planning activities, including development of internal policies, procedures, management directives and correspondence management. Provides direction, coordination and strategy of OIS and CSO long-range training strategies, including office-wide group training. Provides coordination and direction of the strategic workforce planning process. Provides administrative and management support and coordination in personnel action processing, facility management, training, and time and labor reporting. Coordinates OIS and CSO functions that have an overall office impact, such as representation at IT Job Fairs, partnerships with outside organizations, etc. Provides support to OIS and CSO Executive Leadership for special projects.

Infrastructure and Computer Operations Division

Director: Robert Webber
Deputy Director: Karen Paradiso

Responsible for the development, integration, implementation, security, management, and support of the agency's information technology (IT) infrastructure to support the mission and program activities of the NRC. Manages and operates the agency Customer Support Center which functions as a single point of contact for service questions, service requests, problem reporting, and request status. Responsible for the operation and support of agency wide application systems and timesharing services. Provides operations and services, voice mail system, local and long distance voice service, video-teleconferencing, personnel communications equipment (pagers, faxes, modems, cellular), and support for the NRC Operations Center. Responsible for installation, maintenance, and support of all agency desktop systems. Provides hardware and software maintenance, support, and acquisition. Develops components of the agency's information technology architecture pertaining to IT infrastructure development, standards, and practices. Provides technical guidance and direct assistance as needed to headquarters and regional offices concerning implementation of agency wide application systems and IT infrastructure issues and practices. Serves as a liaison with application development teams and coordinates program office infrastructure development, operations, and support requirements.

IT Operational Security Team

Team Leader: David Offutt

A specialized team reporting to the Director, Infrastructure and Computer Operations Division comprised of IT Security personnel to develop, design, implement and maintain the IT infrastructure Operational Security Architecture for the NRC data and telecommunications infrastructure.

Responsible for providing expertise for IT infrastructure security monitoring, assessment, incident response, integration of automated solutions and enhancements to proactively mitigate IT security vulnerabilities. Responsible for IT security reporting, operational IT security support, and IT security threat assessment. Responsible for Federal Information Security Management Act compliance activities including Certification and Accreditation and system documentation and coordination with agency IT information system owners to provide expertise, guidance, upgrade and remediation assistance and services to ensure all agency IT systems relying on OIS' IT infrastructure are operationally secure. Responsible for the technology and tools used to protect the IT infrastructure such as but not limited to - anti-virus, firewall, security monitoring, vulnerability scanning, security patching, security event management and correlation, information spill clean-up, intrusion detection, security baselines and security configurations for systems. Responsible for providing Information System Security Officers for all infrastructure systems. Responsible for incident response activities related to the infrastructure. Coordinates IT infrastructure security activities with the Computer Security Office.

Infrastructure Services Planning Team

Team Leader: (Vacant)

A specialized team reporting to the Director, Infrastructure and Computer Operations Division responsible for planning and coordination activities to ensure the agency's IT infrastructure is sufficient to support agency growth and program needs. Responsible for activities related to agency growth with a focus on planning and coordinating the IT Infrastructure for new NRC buildings and office space for headquarters and the regional offices. Responsible for participating on an integrated agency team that will provide strategic space management and the design, development and implementation of new NRC buildings and office space. Responsible for analysis and development of design specifications for the IT Infrastructure in NRC buildings and office space. Responsible for participating in the development of a comprehensive project plan and schedule for agency space planning efforts. Responsible for capturing the IT Infrastructure needs and requirements of the Program Offices. Responsible for planning, developing and implementing the necessary IT Infrastructure support contract vehicles to provide responsive IT services. Serves as liaison with the Office of Administration for IT Infrastructure agency growth activities.

Network Operations and Customer Services Branch

Chief: Joseph Turner

Serves as the central organization for information technology infrastructure support and service. Manages and operates the Network Control Center, Hardware/Software Support Desk, and Customer Support Center, which provide a single point of contact for service questions, service requests, problem reporting, request status, desktop hardware/software support, maintenance, acquisition, and installation, network maintenance, support, and administration, and central management of all desktop and network resources and services. Answers user questions and resolves problems as appropriate. Implements and supports network, operating system, integration, desktop, hardware, and software standards. Provides virus protection, eradication and data recovery services. Forwards requests/problems requiring resolution or action by other units to the appropriate group. Coordinates infrastructure support and service activities with office IT coordinators and Regional office IT staff. Tracks the status of open requests and coordinates problem/request resolution as necessary. Serves as project lead for customer support activities.

Customer Services Team

Team Leader: Allen Sullivan

Responsible for Customer Satisfaction Surveys; Asset Management - laptops, desktops; Property Accounting for ITID; Help Desk Management; Hardware/Software Refresh; handle OCM, OEDO, SECY, and OIS purchases; Service Request Tracking System; Moves/Adds/Changes; and Training Liaison.

Network Operations Team

Team Leader: Henry Davis

Responsible for Address/Domain Management; Application and E-mail Services; Configuration Management; LAN/MAN/WAN Services; File and Print Services; Remote Access Services; Maintenance Support; Mobile/Telecommuting Support; Network Management; Network Operations; Operations Configuration Control Board; Backup/Recovery Services for network servers, Unix servers; and High Performance Computing Support; Consolidated Test Facility Services. Responsible for Configuration Baseline Management; Firewall/DMZ Management; Patch Application and Tracking; OMB Reporting.

Development and Deployment Branch

Chief: William Szyperski

Responsible for the development, integration, and implementation of all information technology infrastructure resources including local and wide area networks, desktop systems, network servers, Intranet/Internet services high performance UNIX and MS Windows systems; network and desktop integration standards; integration of network and desktop operating systems; network operating systems and software; and IT infrastructure security. Develops network, desktop, and infrastructure standards for all infrastructure resources. Serves as a liaison with applications development teams and coordinates infrastructure development, operations, and support requirements.

Network Integration Team

Team Leader: Michael Williams

Responsible for the planning, development, integration, and implementation of back-end network resources such as routers, switches, firewalls, domain servers, file servers, e-mail servers, high performance computing servers, etc. Develops standards for these resources and serves as project lead for planning, integration, and coordination of these evolutionary system upgrades for agency wide IT infrastructure systems.

Workstation Integration Team

Team Leader: Evan Jones

Responsible for the planning, development, integration, and implementation of workstation resources such as desktops, laptops, hand-held mobile devices (Blackberry), high performance computing workstations, etc. Develops standards for these resources and serves as a project lead for planning, integration and coordination of these evolutionary system upgrades for agency-wide IT infrastructure systems.

Computer Operations and Telecommunications Branch

Responsible for the management, operation, and support of agency-wide production application environments, timesharing services, and telecommunications. Provides operations and administrative support for the agency Data Center, communications systems including operation of the NRC message center, videoconferencing services, voice mail system, local and long distance voice service, personnel communications equipment (pagers, faxes, modems, cellular), emergency telecommunications and support for the NRC Operations Center emergency telecommunications. Serves as project lead for the development and management of production application environment activities.

Telecommunications Team

Team Leader: (Vacant)

Responsible for FTS Support for Emergency Telecommunications; FTS Designated Agency Representative; FTS Support for WAN - Monitoring, Ordering, Design; Conferencing Support (Video and Audio); Internet Services; Emergency Telecommunications Support to NSIR (On-call); Fax Machine Support; FTS 2001 Contract Administration; Inventory Administration (Cells, Modems, Pagers, Conference Phones, etc.); Local Phone Service Administration; Miscellaneous Telecommunications Services; Support and Consultation to NSIR/Regions; and Telephone Operators.

Computer Operations Team

Team Leader: Paul Banas

Responsible for the management, operation, maintenance and support of the agency's computer facilities. Managed resources include tape backup and recovery equipment, storage management, minicomputer and server hardware, and systems applications software for NRC business systems. Services include facility management of all information technology resources in the NRC Data Centers and remote printing support for all off-site timesharing sites used by NRC. Responsible for the transition of new applications from development and test environments to the production environment, transition of operational tasks to the Data Center operations staff, the management of risk, and the implementation and maintenance of configuration and change management.

Business Process Improvement and Applications Division

Director: Susan Daniel (Acting)
Deputy Director: David Curtis

The Business Process Improvement and Applications Division (BPIAD) provides comprehensive, strategic, analytical, business, and technical services in support of efficient and effective planning, acquisition, development, and management of information technology (IT) investments and applications. Works with NRC program offices to improve awareness and acceptance of the role of project management, capital planning, and enterprise architecture in achieving the agency strategic and programmatic goals. Coordinates business requests for IT applications across the agency. Develops and maintains programs to implement and support the agency's Information Technology/Information Management (IT/IM) Strategic Plan, including technology assessment, business process improvement, and application support. Responsible for external interface in support of Federal task groups and other interagency initiatives. Responsible for the secretariat function for the IT Governance boards.

Enterprise Architecture and Standards Branch

Chief: (Vacant)

Implements the NRC's Enterprise Architecture (EA) program. Works with customers to understand business needs and to identify opportunities where IT/IM may be used to make their activities more effective and efficient. Presents key EA and IT/IM Strategic Plan recommendations to the various IT Governance boards for review. Provides support for development and maintenance of the IT/IM Strategic Plan. Coordinates with the Business Process and Project Management Branch and the Capital Planning and Applications Support Branch to ensure that the IT investment portfolio is in alignment with the EA.

Enterprise Architecture Team

Team Leader: Arthur Smith

Implements the NRC's Enterprise Architecture program, including documenting NRC's EA models, proposing and maintaining an Enterprise Transition and Sequencing Plan in support of the "To-Be" EA, aligning the program with the Federal EA, and ensuring compliance with the Office of Management and Budget (OMB) and other Federal requirements. Maintains a repository of the Agency's business processes and associated data, technology, standards, applications, and other EA components. Provides support for development of the IT/IM Strategic Plan, consistent with the Agency Strategic Plan and EA. Develops and coordinates agency business system planning functions in support of IT investment portfolio management. Provides support to the Chief Enterprise Architect for external interface initiatives in support of Federal task groups and other interagency initiatives. Makes recommendations regarding opportunities to reduce duplication among systems, and increasing data and application reuse.

Technology Direction and Standards Team

Team Leader: John Montgomery

Coordinates with customers to identify opportunities where specific technologies may be used to make their activities more effective and efficient, including reviewing emerging technologies, conducting pilots, assessing results for broader application throughout the Agency, and reviewing and implementing best practices. Responsible for maintaining the NRC IT Technology Road Map for infrastructure investments. Hosts regular IT Focus Group meetings to bring together business and IT staff to jointly identify business needs and identify possible technology solutions. Identifies, defines, establishes, and implements technology standards and policies, as a precursor to incorporating them into the Technical Reference Model under the EA. Develops and implements policies for management and use of new and emerging technologies.

Business Process and Project Management Branch

Chief: (Vacant)

Provides enterprise-wide project management oversight services to promote and ensure the effective use of IT services to support agency business needs while meeting project performance standards. Project management services include providing expertise in business process improvement, systems development life cycle methods, and earned value management. Services also include providing support to program managers throughout the Agency, including developing and maintaining project plans, providing standard reports to business owners, and providing training on the Agency's Project Management Methodology (PMM) and associated procedures. Presents reviews of project performance at major milestones for review by appropriate IT Governance boards. Provides input to the office's educational outreach activities and supports compliance with Clinger-Cohen requirements for IT learning initiatives for project management. Coordinates with the Capital Planning and Applications Support Branch to ensure that project performance is incorporated into the Control and Evaluate phases of the Capital Planning and Investment Control (CPIC) process. Provides an initial single point of contact for IT/IM business requests within the NRC and directs those inquiries to appropriate channels.

Project Management Services Team

Team Leader: Wilfred Madison

Provides a customer-focused, service-oriented organization devoted to successful project delivery and alignment with strategic goals, encompassing a two-fold mission: guide IT projects to a successful conclusion and ensure consistent use of the PMM. Establishes partnerships with NRC program offices, and assists customers in defining business needs while recognizing opportunities for business process improvement. Advocates and facilitates a consistent and standard approach for planning and managing the scope, costs, and risks of IT projects in accordance with the PMM. Coordinates with the Computer Security Office to ensure there is a focus on security compliance and verification of compliance throughout the project life cycle. Establishes standard project reporting and communication channels for senior management and project stakeholders. Provides dedicated resources in the areas of business analysis, risk analysis, earned value management, project planning, and cost and schedule control.

Project Management Team 1

Team Leader: Khosrow Golshan

Provides direct project management expertise to lead or support the development of applications for assigned NRC organizations in accordance with agency and the Office of Information Services' (OIS) priorities.

Provides direct project management expertise to lead or support the development of applications for assigned NRC organizations in accordance with agency and OIS priorities.

Capital Planning and Applications Support Branch

Chief: (Vacant)

Responsible for a range of business services, including assisting customers with the development of business cases and other materials in support of the CPIC process. Presents IT investment portfolio recommendations to the various IT Governance boards for review. Responsible for a range of technical services and processes in direct support of customer requirements and the IT Governance process, including technical support of enterprise-wide databases and applications. Manages enterprise-wide contract vehicles for systems development, operation, and maintenance. Provides secretariat support for the IT Business Council and the NRC IT Senior Advisory Council. Coordinates with the EA and Standards Branch to ensure that the EA is aligned with the IT investment portfolio. Coordinates with the Business Process and Project Management Branch to ensure that project performance is incorporated into the Control and Evaluate phases of CPIC. Provides Information Systems Security Officer support for BPIAD systems.

Application Support and Maintenance Team

Team Leader: Tu Tran

Ensures that all application systems documentation, program modules, and software engineering and development tools are controlled through rigorous application of a central configuration management process. Provides centers of expertise to assist customers with their application projects (e.g., requirements analysis, testing, web, etc.). Provides common services that form the foundation for all applications development, maintenance, and operational support activities. Provides resources for problem tracking and resolution assistance for users of agency applications systems. Maintains the applications development and testing environment within which all software under enterprise-wide contracting vehicles are developed, modified, and tested. Provides ongoing technical support for enterprise-wide applications and technical platforms. Provides ongoing support for implementation of the three-tier web architecture, including support for development of small web applications across NRC using reusable, shareable code. Provides guidance, analysis, and technical assistance to offices throughout NRC to support development of personal productivity tools and small databases.

Capital Planning Team

Team Leader: (Vacant)

Coordinates with other functional areas to support the development and review of IT business cases. Provides business case and capital planning training to NRC program officials. Manages the agency's enterprise-wide development and operations program, which provides contract resources for developing and maintaining applications systems within a structured methodology. Provides a secretariat function for the IT Business Council and the NRC IT Senior Advisory Council, including scheduling meetings, developing agendas, coordinating briefings and presentations, and preparing minutes. Coordinates input to various external government reporting requirements for measuring the value and performance of IT investments, including OMB required Exhibit 300s.

Information and Records Services Division

Director: Cynthia Rheaume
Deputy Director: Margie Janney

Plans, develops, and delivers programs and services related to the storage, retrieval, protection, and preservation of NRC information in paper and electronic media. Assists internal and external stakeholders to obtain NRC information through the Public Document Room, the Technical Library the NRC internal and external Web Sites, and the Freedom of Information Act (FOIA) and Privacy Act programs. Manages a centralized system for the electronic search and retrieval of internal and external agency documents. Develops and administers the agency information collection budget, and directs the agency's records management services.

Information Management Branch

Chief: Houman Rasouli

Establishes agency-wide framework and strategy for information management activities. Develops policies, implements technologies, and manages content so staff and stakeholders can easily obtain information through the NRC's internal and external Websites, SharePoint, and the Agency-wide Documents Access and Management System (ADAMS). Responsible for continuous maintenance, operations, support, and administration of information management platforms such as Web, SharePoint, ADAMS, Forms, and Search. Develops the business case, defines requirements, evaluates alternatives, and develops and executes test plans for new or enhanced software as related to information management. Provides processing and support services for the capture, conversion to electronic format, indexing, and dissemination of information stored in ADAMS. Develops Records Management policies and ensures adherence to records requirements in statues and Federal regulations.

ADAMS Development and Document Processing Section

Chief: Benjamin Partlow

Responsible for: Operation of the Agency-wide Documents Access and Management System (ADAMS); development of document management policies and procedures; development of ADAMS functional requirements and performance of acceptance testing; ensuring the quality of information in ADAMS; development of ADAMS user reference guides, job aids and training courses; operation of the ADAMS Help Desk; management of the Agency Forms Program; and operation of the Document Processing Center (DPC).

Content Management Section

Chief: Patricia Hall

Oversees the application of technologies and processes to capture, manage, and deliver documents and information to staff and stakeholders. Provides the organizational capabilities needed for continual support and delivery of the agency's document and information needs. Keeps pace with the demands of NRC's licensing, regulatory, and adjudicatory obligations by ensuring needed information-management framework and associated business processes and technologies are in place. Develops and manages the internal and external websites. Sets and coordinates development of standards for web pages.

Records and Archives Services Section

Chief: Deborah Armentrout

Responsible for the agency records management program. Develops policies and procedures for the creation of adequate records regardless of physical form or technology. Provides instruction and guidance for identifying, classifying, indexing, and filing records and information; for conducting records inventories; and for developing records retention schedules and gaining the necessary approvals from the National Archives and Records Administration. Reviews documentation and provides input for electronic information systems to determine the record content, format, and retention. Provides access to legacy records required by NRC staff. Establishes records management audits of program offices, oversees the vital records program, promotes proper record keeping, and provides training for agency personnel on policies, responsibilities, and techniques for developing and implementing record keeping requirements.

Information Services Branch

Chief: (Vacant)

Plans, develops or acquires, and maintains paper and electronic repositories of books, journals, documents, graphics, and other content made accessible to internal and external users through the Technical Library, Public Document Room, ADAMS, and NRC's internal and external Web sites. Manages activities for public information needs. Ensures compliance with Federal requirements on FOIA requests, information collections, and Office of Management and Budget (OMB) clearance packages. Leads NRC activities related to Privacy Act compliance requirements, the Sensitive Unclassified Non-Safeguards Information (SUNSI) program and the transition to the Controlled Unclassified Information (CUI) program.

Technical Information Center Section

Chief: Anna McGowan

Serves the agency staff through reference assistance with both internal and external sources of scientific and technical literature, including international materials. Collects, disseminates, manages, and preserves the scientific and technical information required by NRC staff to carry out its regulatory responsibilities and research duties of the agency nationwide. Provides public services for public users of agency public documents in direct compliance with 10CFR. Responsible for information collection maintenance and public access; public reference assistance; providing collection user guides and aids; training; and copying services of requested information. Makes information resources readily available and easily accessible to agency staff through its vendor agreements, subscriptions, and acquisitions. Responsible for managing the daily operation of the Public Meeting Notice System program by implementing agency policy, posting notices, providing staff guidance, and database input and reporting.

Information Collections Team

Team Leader: Tremaine Donnell

Ensures agency compliance with Federal requirements on information collection activities undertaken by staff. Supports staff in preparing necessary requests to OMB on information collections. Participates in rulemakings and other regulatory activities by working with staff to develop OMB clearance packages. Manages NRC Information Quality Program.

FOIA/Privacy Section

Chief: Donna Sealing

Manages and implements NRC's Freedom of Information Act (FOIA), Privacy Act (PA), and SUNSI programs, and the transition to the CUI program; by establishment of agency policy, training, FOIA/PA request and appeal processing and required reporting. Responsible for agency PA and personally identifiable information compliance activities, including PA systems of records management, privacy impact assessments and privacy threshold assessments, training, and reporting.
