Security Assessment for Enforcement (SAFE) Checklist
When assessing unusual activities within the trucking industry, ask yourself: Who, what, when, where, and why?
Who: Driver Is the driver present? Can he provide:

Proper commercial drivers license?

If the truck is rented:

Is the driver authorized to operate the vehicle as shown on the lease agreement?

If the truck is placarded:

Does the driver have the proper shipping papers?

Does the driver have the proper emergency response contact number(s)?
What: Cargo Is the cargo suspicious?

Is it a hazardous material?

Is it placarded?

Is it identified by a shipper

Is it identified by ad DOT number?

Is it a rented vehicle?
When: Time Is it unusual to see a truck:

after normal business hours;
-
in the middle of the night;
-
when the business or institution is closed; or
-
if the vehicle is seen at a time when deliveries are not normally accepted?
Where: Location Is it unusual for a truck to be parked near:

shopping malls
-
water treatment plants
-
government buildings
-
secured tank yards
-
power plants
-
stadiums
-
laboratories
-
schools
-
bridges
-
tunnels
-
dams
-
farms
Why: Route Does the truck seem out of place:

Is it off the interstate in an area where it does not belong?

Is there another vehicle parked near the truck?

Is the truck in a highly populated or volatile area?

Is it an area where trucks to not normally travel?
Investigate to resolve your suspicions:

Talk to the occupants of the truck

Check registration/lease agreement

Verify truck
