Are you considering moving some of your household goods? While not required, it is recommended you contact your insurer and verify the vehicle and property is covered for loss or damage during the move. If you have insurance covering your loss or damage, a claim must be filed and settled with the insurer prior to filing with the Army. A copy of the settlement must be included in your claim against the Army. The Army does not provide insurance coverage for DITY moves.

A prerequisite for consideration of payment under the claims procedures is an inventory prepared that lists the property moved and the condition prior to movement, e.g., dining table, top has a hairline scratch. For items claimed as missing, proof of ownership also may be required. Proof of ownership can be provided by videotapes or purchase receipts.

It is your responsibility to pack your property and load it on the vehicle. Under normal circumstances, the Army cannot accept liability for any damage or loss sustained during the loading and unloading of your household goods or during the move itself. Such loss is presumed to result from improper packing by the Claimant. An exception to this general rule would be if the vehicle was rear-ended by a drunk driver. If the police report substantiates the Soldier was free of negligence, the damage to household goods could be considered for payment by the Army.

Remove any high value or easily pilferable items from the vehicle prior to leaving the vehicle for extended periods. If items are not properly secured, payment cannot be allowed.

Under the Personnel Claims Act, it is possible that some damage that occurs during a DITY move may be paid up to a maximum of $40,000. The Personnel Claims Act is a gratuitous payment statute, which means the Army establishes the rules and conditions necessary for payment. The Act does not provide for any recourse beyond an administrative review of the claim. The Government uses current market value basis in determining loss and applies depreciation as set by guidelines.
