- State agencies located in one of the fifty States, the District of Columbia, Puerto Rico, Northern Mariana Islands, American Samoa, Guam, and the U.S. Virgin Islands.
- State agencies must work on highway traffic safety activities and must demonstrate a capacity to work with highway traffic safety stakeholders.
